About this file

This document is Amendment 0001 for Solicitation SP0604-25-R-0409, addressing Requests for Information (RFI) from 20 Energy Service Companies (ESCOs) regarding an Energy Savings Performance Contract (ESPC) opportunity at Camp Parks Reserve Forces Training Area (RFTA) in Dublin, CA. The amendment responds to 33 industry questions covering topics such as current energy conservation measures, microgrid project status, site occupancy, utility rates, and facility networking. Many detailed responses indicate that specific information will be addressed during the Preliminary Assessment (PA) Phase.

Key highlights include the government's interest in exploring renewable energy expansion, with the microgrid project currently having Node #1 in commissioning and Node #3 funded for construction. The amendment emphasizes that ESCOs should propose comprehensive approaches to energy resiliency, reduction, and generation, aligned with Department of Defense energy policy. The solicitation remains open, with responses due by 07 May 2025 at 3:00 pm Fort Belvoir, VA time, to be submitted via email to DLAEnergy-ESPC@dla.mil, with a 10 MB file size limit.

Amendment 0001

This amendment is issued to all 20 ESCOs addressing a Request for Information (RFI) from industry regarding the subject Notice of Opportunity for Camp Parks RFTA.

FIRST: The following RFI was received from industry and addressed as follows:

RFI # Question Answer

“Attachment 1 also provides a list of measures currently implemented on Camp Parks RFTA facilities.“ (Pg 2 of NOO) - There is not a list of current measures on Attachment 1. Can you please provide the Current ECMS.

Will provide an additional page to Attachment 001 to include the list of current measures at Camp Parks

002 Are there any High Priority ECMs that we should be considering?

Water resilience, HVAC/controls, and interior/exterior lighting are priorities;

however, please note that potential ESCOs are expected to review all possible measures as noted in the NOO.

The microgrid project at Camp Parks was designed to have 10 Nodules, are all 10 installations complete?

Node #1 is in commissioning, Node #3 is funded in construction, a BESS for the PV array is in procurement, a BESS for Node #3 is also in procurement. expansion of the additional nodes is currently in the ERCIP program for design and funding. We are exploring if the ERCIP award can be executed by this ESPC as a possible future ECM (FY28 target)

004 Is Camp Park looking to expand the current Solar Array and/or BESS?

Camp Parks is interested in exploring opportunities to expand its renewables portfolio

The notice does not include specific recommendations or detailed information about the work required. Could you clarify if this request is based on a specific need identified at Camp Parks, or if it follows a standard template used by DLA? Any additional details or insights would help us better understand the scope and requirements of the project.

This is a request for offerors to provide their approach to an ESPC project at Camp Parks.

The selected contractor will design and implement the project on behalf of Camp Parks. Please also refer to the DOE 4th Gen ESPC IDIQ for more guidance.

We noticed that a site visit is not currently scheduled, which is typically standard for such opportunities. Could you provide any specific reasons for this deviation?

The logistics of getting prospective contractors on site do not align with the project timeline.

Site visits will be coordinated as part of PA/IGA efforts

In order to provide a comprehensive response to the NOO, we are requesting single line drawings and interval data.

Information is not readily available but can be provided as part of PA/IGA efforts.

Attachment 1 did not contain a list of measures currently implemented on Camp Parks RFTA facilities. Can you please provide?

Will provide an additional page to Attachment 001 to include the list of current measures at Camp Parks

Can you provide any information on the status of the different microgrid system efforts being taken on at the RFTA facilities? Is the government looking for more microgrids to be integrated with those built or planned?

Node #1 is in commissioning, Node #3 is funded in construction, a BESS for the PV array is in procurement, a BESS for Node #3 is also in procurement. expansion of the additional nodes is currently in the ERCIP program for design and funding. We are exploring if the ERCIP award can be executed by this ESPC as a possible future ECM (FY28 target)

010 Can you provide the electrical utility rate schedule and structure for RFTA?

Utility rates were provided as part of the NOO.

Please refer to page 5 of Attachment 1

011 In Attachment 1, should facilities such as Army Lodging- IHG be excluded?

The requested information is not readily available but will be addressed during the Preliminary Assessment (PA) Phase

With the revocation of EO 14057, could you please clarify and confirm the agency’s current expectations and priorities regarding Electrification and Net Zero buildings under the 'Project Approach' section of solicitation SP0604- 25-R-0409 (NOO)? This will help ensure our response aligns appropriately with the agency's updated direction.

As stated in Project Approach of the NOO, this request is designed to encourage offerors to present innovative and comprehensive approaches to addressing energy resiliency, reduction, and generation at Camp Parks. In accordance with 10 USC § 2911, the DOD energy policy permits on-site energy generation and encourages consideration of all potential energy conservation measures. While the examples provided represent some of the energy conservation measures of particular interest to Camp Parks, it is not exhaustive. All proposed energy conservation measures must align with the requirements of 10 USC § 2911 and 42 USC § 8287, as referenced in the NOO.

To facilitate more informed EMC recommendations, will the Government please provide a site map showing the locations of each building and the layout of the site?

The requested information is not readily available but will be addressed during the Preliminary Assessment (PA) Phase

Will the Government please provide copies of recent utility bills so that bidders can better understand the composition of the rates?

The requested information is not readily available but will be addressed during the Preliminary Assessment (PA) Phase

015 Will the Government please provide the name of the power provider?

The requested information is not readily available but will be addressed during the Preliminary Assessment (PA) Phase

Since this is an Army Reserve installation, is the site’s occupancy rates based on the traditional Unit Training Assembly (UTA) dates of the 1st weekend of the month and then two (2) weeks during the summer for their annual training? We would like to know how often Camp Parks is occupied as this will impact our analysis of the installation’s energy usage.

The requested information is not readily available but will be addressed during the Preliminary Assessment (PA) Phase

The Camp Parks RFTA list of measures implemented at Camp Parks referenced in the NOO (pg. 2, para 2) to be on Attachment 1 does not appear to be included. Can you please send.

Will provide an additional page to Attachment 001 to include the list of current measures at Camp Parks

The list of current ECMs and technologies being applied to the base from attachment 1 was not included in the original notice. Can that be supplied?

Will provide an additional page to Attachment 001 to include the list of current measures at Camp Parks

023 Are there any utility privatization contracts and/or contractors on base? Not at this time

Are all facilities networked together, meaning common WAN between them should a base wide deployment could impact all areas at the same time OR divided among different divisions of the military

This information cannot be released at this time but will be addressed during the Preliminary Assessment (PA) Phase.

Attachment 1 also provides a list of measures currently implemented on Camp Parks RFTA facilities." The downloaded attachment contains building square footage and utility information, but no history of measures. Could you please provide this information or any other pertinent facility data?

Will provide an additional page to Attachment 001 to include the list of current measures at Camp Parks
