Quesons & Answers
Queson 1: I just wanted to ask if there is an incumbent contract or contractor associated to the requirement. If any, please provide the contractor's name and contract number.
Answer: There is no incumbent for this requirement.
Queson 2: Do you have an esmated volume/frequency of samples, either overall or per locaon?
Answer: DLA is pursuing a Blanket Purchase Agreement in order to establish prices, terms and condions with vendors. There are no guarantees of minimum work to be ordered nor is there a maximum order quanty. Situaons are all different and vary as mission needs dictate. Historically, for the Connental U.S., locaons average between 1 to 3 composite samples per event, with possible individual re-tests as needed should a test(s) result(s) fail to meet the standard/acceptable range. For a parcular locaon, an order may be never issued, issued only once in a performance period, or possibly issued more than once.
Queson 3: I would just like to know if the availability of 24/7 is an absolute requirement for the bid?
Our lab is open Monday-Friday 6am-11pm except on Federal holidays. We do have the opon to open on weekend or holidays for emergencies with advanced noce. Would we sll qualify to bid?
Answer: Yes. The proposal would need to outline how DLA could coordinate with the laboratory for tesng to include off-hours.
Queson 4: May you please confirm that companies can offer on just select locaon(s) and do not need to offer on all? That being the case, we want to offer on specific locaons where we have the capability.
May you confirm that access to DIBBs and WAWF will be required? I have both SAM and DIBBs but not yet WAWF as we have not offered on any solicitaon as of now.
Answer: Yes, you may submit on only the locaons that you have capability to support. WAWF will be required but can be finalized at a point when a company has entered the BPA with DLA Energy.
Queson 5: Will the need to be submited via DIBBs?
Answer: If you mean, “Will the proposal need to be submited via DIBBS,” then the answer is no.
All interested firms should submit proposals to DLA Energy directly by email per instrucons in ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (b), Submission of offers of the solicitaon. Once the BPA is awarded, all orders, service requests, etc. may post to DIBBS via EBS.
Queson 6: Regarding Atachment 3, Price Sheet: Our site is within the required distance from and
. I suppose I need to enter the prices under both locaons, correct?
Answer: Yes, please enter for both locaons.
Queson 7: Is it possible to approximate the maximum number of samples that would be received for tesng at one single me? If that queson was answered in any of the documents, could you please point out that document/secon for me?
Answer: As stated in Queson 2, requirements can vary as mission needs dictate. There is no guaranteed minimum or maximum number of samples. Regarding minimum orders, historically, for CONUS locaons the average has been 1 to 3 composite samples per event. Possible individual re-tests occur as needed should a test(s) result(s) fail to meet the standard/acceptable range.
Queson 8: I have knowledge of the North Carolina (NC) area and know that tesng for FAME within the state is not possible. I do not believe Biofuels are transported within the state therefore making tesng for FAME not necessary. We will ask for a deviaon from the requirement for FAME tesng.
Answer: Per M-0001-M72 EVALUATION OF OFFERS (EXCEPTIONS/DEVIATIONS) (DLA ENERGY APR 1997), a firm may request excepons to specific terms, such as this. However, any excepons/deviaons to the terms and condions of the solicitaon will result in the Government's determinaon. A firm may submit excepons with their proposal, which will be reviewed and evaluated aer review of the full proposal.
Queson 9: Per the RFP, Pg 39, "(m) Subcontracts. The Contractor shall--," May you please explain this requirement? It says, “Shall.” The only subcontractor we use that would be related to the SOW is for IT.
We are a small business, we do not have an IT department, we use a contractor, same one since we opened the company in 1999. I do not really understand what the requirement is.
Answer: Without knowing the nature of the work performed by a subcontractor, the Government is unable to provide a determinaon on the applicability of 252.204-7012
SAFEGUARDING COVERED DEFENSE INFORMATION AND CYBER INCIDENT REPORTING (JAN
2023). This secon pertains to a subcontractor providing operaonal crical support or access to covered defense informaon. If you believe a subcontractor may do this, please indicate so.
Queson 10: Per the RFP, Pg 43, clause 252.204-7019, paragraph (b) Requirement, in order to be considered for award, if the Offeror is required to implement NIST SP 800-171, the Offeror shall have a current assessment…”. Where do I find, or how do I know if I am required to implement NIST SP-800- 171?
Answer: NIST SP-800-171 is a requirement. Details for assessments are provided at htps://www.acq.osd.mil/asda/dpc/cp/cyber/docs/safeguarding/NIST-SP-800-171-Assessment- Methodology-Version-1.2.1-6.24.2020.pdf. However, per M-0001-M72 EVALUATION OF OFFERS (EXCEPTIONS/DEVIATIONS) (DLA ENERGY APR 1997) a firm may request excepons to specific terms. Please see queson 8 response.
Queson 11: Per the RFP, Pg 84, Paragraph e. “Acknowledgement of Solicitaon Amendments: What is
SF-30?
Answer: An SF-30 is a form used to amend solicitaons for negoated contracts. Amendments made to the solicitaon will be posted on SAM.gov. Block 15 is to be signed by offerors and submited/incorporated with their proposals.
Queson 12: The RFP, Pg 87, Clause L-0002- L-82 WAGE DETERMINATION, Atachment 6, includes only the states listed in the SOW. We're located in . Does that mater or change anything for the purpose of this RFP? Do I need to provide any wage informaon with the proposal?
Answer: The applicable wage determinaon would be based on the locaons of the offeror’s proposed laboratories. Offerors do not need to submit wage informaon with the proposal.
Queson 13: Would you kindly confirm the date and me offers are required to be submited? I know the synopsis said on or about 22 February, but I don’t see it in the RFP.
Answer: Amendment 0001 issued on 21 FEB 2024 extended the closing date of the solicitaon from 22 FEB 2024 to 26 FEB 2024 at 3:00 P.M. Fort Belvoir, VA me.
Queson 14: Is there a requirement to be compliant with the NIST SP 800-171 standard and have an assessment score established? I don't think most of it is applicable as there is no CUI informaon being transmited or received with the scope of work. It's been difficult geng some straight-forward clear informaon on this and how soon these requirements will be mandatory, when they are really applicable, etc.
Answer: Please see queson 8 answer 8.
