Amendment 0001

This amendment is issued to all 16 ESCOs addressing two Requests for Information (RFI) from industry regarding the subject Notice of Opportunity for Osan Air Base, S. Korea:

FIRST: The following two RFIs were received from industry and are addressed as follows:

RFI 001: (ESCO) respectfully requests a three week extension to the NOO response due date for the subject opportunity.

RFI 001 Response: The Government cannot provide a three-week extension; however, it does concur to a 1-week extension. As a result, this amendment extends the closing date as follows:

From: 24 February 2017, 3:00 p.m. Ft. Belvoir Time

To: 3 March 2017, 3:00 p.m. Ft. Belvoir Time.

RFI 002: The NOO states that the ESCO is responsible for providing U.S. Citizens and all workers with security clearance as required to work in specified secure areas. What is the highest level of security clearance required for the specified areas? Please specify how many buildings / areas will require contractors with security clearances and to what level.

RFI 002 Response: The U.S. passport workers will need a base pass and not a CAC by submitting a copy of their passport and an information document. Korean Nationals will need to submit a recent background check along with their information document to get their base pass.

There are 9 (nine) buildings on the flight line. Personnel can get clearance for the flight line badge by taking the flight line examination after the project is underway on the central part of the base.

RFI 003: Is a one-line electrical power diagram available for the Base, from the in-coming utility service to the buildings?

RFI 003 Response: This information is not available at this time.

RFI 004: To permit responses to thoroughly address requirements of Factor 1 and any responses to RFIs for the Osan AB solicitation, respectfully request five pages be added to Factor 1 in addition to the page limit allocated in the original solicitation.

RFI 004 Response: Response: The 15-page limit for Factor 1 – ESCO APPROACH is hereby increased as follows:

From: 15 single sided pages maximum TO: 20 single sided pages maximum.

Amendment 0001

RFI 005: Present instruction is that any additional pages beyond the limit will be considered non-compliant. Considering the abbreviated space for all topics in Factor 1, can additional documentation such as schedule detail, calculations, risk matrix, organization table, related experience and other relevant references be attached and with no specific page restriction to allow for the inclusion of these details for possible consideration and reference to complement factor 1, understanding that these may be referenced with the narrative but not part of the directly evaluated document)

RFI 005 Response: RFI 004 increases the page limit to 20 pages single sided pages. All information except those noted in the NOO and below in RFI 006 shall be included as part of these 20 pages.

RFI 006: Does the draft Task Order Schedule 4 (TO-4) count toward the total page count for Factor 1 – ESCO Approach? May we submit the TO-4 on an 11x17 page size for ease of reading / clarity?

RFI 006 Response: The Task Order Schedule 4 (TO-4) is exempt from the total page count and may be submitted on an 11x17 page size.

RFI 007: Will non-Korean personnel working on the ESPC project be subject to the Korean Invited Contractor program?

RFI 007 Response: Yes. Non-Korean contractors will need Form 700-19s and there are requirements for the company as well.

RFI 008: Would the government consider projects which the ESCO has performed overseas but were not an ESPC be acceptable to meet the criteria in this section?

RFI 008 Response: Yes. As a result, Factor 1 – ESCO Approach, e) OVERSEAS

Experience is modified as follows:

From:

e) OVERSEAS EXPERIENCE. It is not a requirement that the ESCO have past history in the execution of its selected ECMs. The DOE Super ESPC IDIQ has already determined each ESCO responsible for the sound implementation capability of each of the 20 technical categories.

However, due to the location of this project, the ESCO must illustrate past experience of performing a project in an overseas location. ESCOs shall submit two (2) projects illustrating its experience performing an ESPC in an overseas environment. “Overseas” is defined as a location that is outside the continental United States. For each project, provide a brief narrative explaining the scope of the project, contract number, location of each project, Contracting Officer’s or Point of Contact’s name, telephone, and e-mail address.

RFI 009: For price factor, it is not clear the method or form for price information submittal. Would you provide the sample price submittal form? And do we need to propose for each building listed?

RFI 009 Response: The NOO requests that the ESCO discuss any cost benefit or other financial advantage it can bring to the Government to reduce the total contract value for a subsequent project. There is no sample price submittal form.

SECOND: All other terms and conditions remain as previously stated.
