(7) Response Requirements
The ESCOs are responsible for verifying the completeness and accuracy of all information furnished to them by the Government. Responses to this Notice of Opportunity should be received no later than 18 Sep 2015, 3:00 p.m. Ft. Belvoir VA time. Interested ESCOs are asked to limit the volume of the material submitted to only the pertinent information requested. All interested ESCOs should submit the following to be considered:
Factor 1 – Past Performance: (15 single sided pages maximum)
This factor considers the ESCO’s performance regarding implementation of chiller plant upgrades. The ESCO’s response to this factor should include sufficient information to identify and describe the experience of the ESCO as a prime contractor for four (4) ESPC projects that illustrate the ESCO’s performance regarding chiller plant upgrades. If an ESCO submits more than four (4) projects, only the first four (4) will be considered for evaluation.
Projects that have construction completed will rate more favorably than projects that do not have construction completed at the time of submission. The total project may include other energy conservation measures (ECMs); however, the only ECM that needs to be detailed as required below is the chiller plant upgrade ECM.
For each project, provide a brief narrative explaining how the project relates to each of the items (i) – (v) below. Include the Agency/Owner point of contact (name, title, phone number, and email address), contract number, location of each project, the date of task order or contract award, the actual project construction completion date, the modified construction completion date and the performance period term for each project. For projects currently in the performance period phase, include information on whether the guaranteed savings for previous years have been achieved. ESCO submissions shall address each of the following items for each project submitted:
(i) Discuss the chiller plant upgrade scope of work and the type of technology used, such as variable flow refrigerant chillers; variable flow pumping systems for distribution, variable flow cooling towers; optimized control schemes modular chiller unit; upgrade distribution loop valves; ground source heat sinks; etc.
(ii) Discuss the savings by energy, demand, dollar and efficiency improvements.
Also include the implementation price and simple payback for the chiller plant upgrade ECM.
(iii) Discuss control software and how is it being used for the chiller plant upgrade
ECM. Discuss the communication protocol used, and identify whether communication was over the customer’s network or standalone network.
(iv) Define the chiller upgrade ECM measurement and verification approach by control strategy for each project in terms of baseline, variables measured, and how that strategy verifies the savings.
(v) Identify what party held responsibility for operations, maintenance, repair and replacement for the chiller plant upgrade ECM for each project and discuss why that choice was made.
In addition to the narrative statement described above, the Government will use its discretion to determine the sources of past information used in the evaluation, and the information may be obtained from references provided by the offeror, agency’s knowledge of contractor performance, other Government agencies or commercial entities, or past performance databases. In assessing this factor, the offeror’s performance capabilities related to its chiller plant upgrade work will be given greater weight than its performance capabilities related solely to other ECMs or generally as a prime contractor.
Factor 2 - Price: (Five single sided pages maximum) ESCOs shall provide the project development costs, the project’s total implementation price, the profit rate and the overhead rate for each of the four (4) projects submitted under Factor 1.
6. Evaluation Methodology
a. Basis for Selection:
Task Order (TO) down selection procedures as stated in the DOE basic contract, paragraph H.3.1, will be used to make an integrated assessment for a best fit decision for ESPC services at Seymour Johnson AFB.
Proposal will be evaluated using the following two factors in descending order of importance:
1) Past Performance
2) Price
The resultant TO may be awarded to the responsible ESCO who provides the best fit for achieving energy conservation and renewable energy production efforts for Seymour Johnson AFB at a reasonable price. Best fit means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in satisfying the requirement and represents the best value to the Government considering the ESCO’s past performance and price.
b. Number of Contracts to be Awarded:
The Government intends to award one resultant TO for this requirement. However, the Government reserves the right not to award a TO at all.
