FIRST: Paragraph 6 “Evaluation Methodology” of the Notice of Opportunity is here by changed as follows:

FROM:

Evaluation Methodology

a. Basis for Selection:

Task Order (TO) down selection procedures as stated in the DOE basic contract, paragraph H.3.1, will be used to make an integrated assessment for a best fit decision for ESPC services at Seymour Johnson AFB.

Proposal will be evaluated using the following two factors in descending order of importance:

1) Past Performance

SECOND: The following RFIs were received from industry and are addressed as follows:

RFI 002: Past Performance, Factor 1. The current page count allowed for this section is 15 pages. Per pervious DLA AF solicitations, most notably USAFA, we were allowed roughly 5 pages per project reference (10 pages for 2 projects). Considering the fact that Seymour Johnson requires 4 projects, can you please allow additional page count for the additional project references?

RFI 002 Response: The page limit for Past Performance, Factor 1 is hereby changed as follows:

FROM: 15 pages TO: 20 pages

RFI 003: Past Performance, Factor 1. In the language below, is a modified construction completion date only needed if there was a contract modification during the construction period?

“Include the Agency/Owner point of contact (name, title, phone number, and email address), contract number, location of each project, the date of task order or contract award, the actual project construction completion date, the modified construction completion date, and the performance period term for each project.”
