Notification of Opportunity Joint Base Charleston SC

Energy Savings Performance Contract (ESPC) Task Order Under the Department of Energy’s (DOE), Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

Solicitation: SP0600-15-R-0414

1. Notice: The Defense Logistics Agency (DLA) Energy, on behalf of Joint Base Charleston plans to award an ESPC task order using the Department of Energy (DOE) Super ESPC indefinite-delivery, indefinite-quantity (IDIQ) contracts. DLA Energy invites the current 16 ESPC contract holders (herein called ESCO – energy service company) to submit a written response to this Notice of Opportunity (NOO) for DLA Energy’s consideration. Only those 16 DOE ESPC awardees are eligible for award.

2. Authority: The DLA Energy authority is in accordance with the Federal Acquisition Regulation

(FAR) 23.205 “Energy-savings performance contracts”, Energy Policy Act of 1992 (EPAct) and DOE Final Rule, 10 CFR 436 Subpart B – Methods and Procedures for Energy Savings Performance Contracting and Energy Policy Act of 1992 (EPA, 10 Apr 1995).

3. Background: Joint Base Charleston is located in North Charleston, South Carolina. The facility provides installation support to 53 Depart of Defense (DoD) and Federal agencies, servicing a total force of over 79,000 Airmen, Sailors, Soldiers, Marines, Coast Guardsmen, civilians, dependents and retirees. Joint Base Charleston is a consolidation of the United States Air Force, Charleston Air Force Base and the United States Navy, Naval Support Activity Charleston, merged under the jurisdiction of the United States Air Force 628th Air Base Wing, Air Mobility Command (AMC) on 01 Oct 2010.

4. Project Approach: Joint Base Charleston desires to achieve improvements in energy efficiency, water conservation and renewable energy production for 121 Naval Weapon Station buildings and 461 parking/street lighting fixtures. ECMs developed in the Preliminary Assessment (PA) and Investment Grade Audit (IGA) must increase energy reliability and energy surety. Refer to the enclosed attachment for a list of buildings included in the scope, and pertinent data illustrating Joint Base Charleston’s energy consumption. This is offered only for project scoping potential. The selected ESCO shall be responsible for determining the actual utility consumption during the PA and IGA phases.

In achieving their energy goals, Joint Base Charleston is interested in any energy conservation measure (ECM) defined in Attachment J-3 of the DOE IDIQ with the exception of two technical categories: TC.15 - Energy Cost Reduction through Rate Adjustments and TC.20 - Future ECMs. A centralized Energy Management Control System (EMCS) should be considered in the resultant project. It is important to note that any centralized EMCS would have to be separate stand alone network from the Government system. The 121 buildings at Joint Base Charleston are geographically dispersed. Existing lighting systems in many hangars and warehouse buildings use High Intensity Discharge (HID) fixtures. All ECMs will have the operations, maintenance, repair and replacement performed by the selected ESCO.

5. Submission Requirements

The DOE Super ESPC will be the contracting vehicle used to implement this energy conservation project. DLA Energy, on behalf of Joint Base Charleston, invites the 16 current ESPC

Notice of Opportunity contract holders to submit a written response to this Notice for our consideration. This Notice constitutes your opportunity to be considered for this potential project. A site visit will not be offered as part of the down-selection process.

(7) Response Requirements

The ESCOs are responsible for verifying the completeness and accuracy of all information furnished to them by the Government. Responses to this Notice of Opportunity should be received no later than 8 June 2015, 3:00 p.m. Ft. Belvoir VA time. Interested ESCOs are asked to limit the volume of the material submitted to only the pertinent information requested. All interested ESCOs should submit the following to be considered:

Factor 1 – Past Performance: (15 single sided pages maximum)

This factor considers the ESCO’s performance regarding implementation of ECMs under an ESPC contract, particularly ECMs for Energy Management Control Systems (EMCS), as well as its performance as an ESPC prime contractor.

The ESCO’s response to this factor should include sufficient information to identify and describe the experience of the ESCO as a prime contractor for four (4) ESPC projects that illustrate the ESCO’s performance regarding Energy Management Control Systems (EMCS).

If an ESCO submits more than four (4) projects, only the first four (4) will be considered for evaluation. Projects that have construction completed will rate more favorably than projects that do not have construction completed at the time of submission. The total project may include other energy conservation measures (ECMs); however, the only ECM that needs to be detailed as required below is the EMCS ECM.

For each project, provide a brief narrative explaining how the project relates to each of the items (i) – (viii) below. Include the Agency/Owner point of contact (name, title, phone number, and email address), location of each project, the date of task order or contract award, the actual project construction completion date, the modified construction completion date and the performance period term for each project. For projects currently in the performance period phase, include information on whether the guaranteed savings for previous years have been achieved. ESCO submissions shall address each of the following items for each project submitted:

(i) Discuss the EMCS scope of work and the area controlled to include the buildings, the communication protocol used, and whether communication was over the customer’s network or standalone network.

(ii) Discuss the EMCS front-end, the implemented control strategies and the number of control points (broken out between physical and virtual, if applicable).

(iii) Discuss the savings by strategy to include annual electric demand reduction, utility rates and energy reduction (electric, gas, propane, etc.)

(iv) Discuss cyber security measures that were implemented for each EMCS project.

The Government defines cyber security measures as processes and practices to protect networks, equipment, programs and data from attack, damage or unauthorized access.

(v) Define the commissioning plan implemented to ensure the impacted EMCS was fully functional (not just the control system).

(vi) Define the measurement and verification approach by control strategy for each project.

(vii) Define the maintenance approach used to ensure predicted savings persisted throughout the life of the contract

(viii) Identify what party held responsibility for operations, maintenance, repair and replacement for each project.

In addition to the narrative statement described above, the Government will use its discretion to determine the sources of past information used in the evaluation, and the information may be obtained from references provided by the offeror, agency’s knowledge of contractor performance, other Government agencies or commercial entities, or past performance databases. In assessing this factor, the offeror’s performance capabilities related to its EMCS work will be given greater weight than its performance capabilities related solely to other ECMs or generally as a prime contractor.

Factor 2 - Price: (Five single sided pages maximum) ESCOs shall provide an EMCS line item cost estimate for each of the four (4) projects submitted under Factor 1, identifying the price per point, controller and the front-end.

6. Evaluation Methodology

a. Basis for Selection:

Task Order (TO) down selection procedures as stated in the DOE basic contract, paragraph H.3.1, will be used to make an integrated assessment for a best value decision for ESPC services at a firm fixed price.

Proposal will be evaluated using the following two factors in descending order of importance:

1) Past Performance

2) Price The down selection process will focus on each ESCO’s past EMCS performance and their reasonable ability to achieve Joint Base Charleston’s energy conservation and renewable goals. The resultant TO may be awarded to the responsible ESCO who provides the best fit for achieving energy conservation and renewable energy production efforts for Joint Base Charleston at a reasonable price. Best fit means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in satisfying the requirement and represents the best value to the Government considering the ESCO’s past performance and price.

b. Number of Contracts to be Awarded:

The Government intends to award one resultant TO for this requirement. However, the Government reserves the right not to award a TO at all.
