AMENDMENT 0003
A. Questions from vendors will no longer be accepted. Any remaining issues will be resolved during the negotiation period.
B. The questions received pertaining to solicitation SP0600-15-R-0219 is addressed as follows:
1. Question - Northern supply routes vs. no supply routes restriction, While the posting on www.fbo.gov states “Fuel supply routes/sources for these requirements is not restricted.”, the SPECIAL NOTES paragraph 1 in SECTION B – SUPPLIES/SERVICES AND PRICES/COSTS states “All CLINS shall be sourced from Northern supply routes into Afghanistan.” Please clarify if the products can be sources from southern routes i.e. Pakistan.
Answer – Reference Amendment 0002.
2. Question - Source Countries Restrictions. We clearly understand the SPECIAL NOTES paragraph 10 in SECTION B – SUPPLIES/SERVICES AND PRICES/COSTS, re: violation of the Iran Sanctions Act. In the context of sourcing limitation can you please confirm that sourcing from the Russian Federation under any resultant contract of this solicitation is permitted. Does DLAE has any whatsoever source country preferences in general? Does DLAE prefer CIS country sources such as Turkmenistan, Azerbaijan etc.
over sources from the Russian Federation?
Answer – No source restriction to the NDN.
3. Question - would you please - in context with the in the subject referenced solicitation - clarify the following: We have the ability to utilize a sophisticated system allowing us to accurately blend DEF STD 91-91 Jet A with STADIS 450, FSII, and Corrosion Inhibitors to produce on-specification JP8. Our fuel experts are able to properly additize this product while maintaining the conductivity levels, FSII content, and CI levels required in JP8 Aviation turbine fuel. All the blending operations would be certified by the internationally recognized company specializing in blending. As an option, will the USG accept JP8 products derived from the above described blending operations/standards for obtaining JP8 from Jet A1 and/or Jet Fuel TS1?
Answer – The vendor must test and supply product in accordance with the referenced acceptable specifications in the solicitation. If an alternative is being proposed, the vendor must submit the specifications of the fuel with their offeror submission package.
4. Question – Deadline for questions, Did I miss this or will you publish for industry as an amendment?
Answer – Reference Amendment 0001.
5. Question - Also ma’am do you deal only fuel or some other logistics contracts too?
Answer – This solicitation SP0600-15-R-0219 references only ground fuel deliveries.
6. Question - Will Expat personnel be needed for this Contract in order to communicate easier with Contracting Office.
Answer – The solicitation does not require Expat personnel.
7. Question – Where will the Contracting Office be located?
Answer – Contracting Office is located at DLA Energy, Fort Belvoir, Virginia http://www.fbo.gov/
8. Question –Will the U.S. Government provide an official letter to the Contractor for Tax Exempt.
Answer – If requested DLA Energy can provide a letter to contractors. All DLA Energy contracts performed outside the U.S. are tax exempt.
9. Question – Will the USG assist Contractor in Ensuring Tax-Exempt Fuel being brought in from Northern Distribution Network (NON) As per Solicitation it states that Contractor needs to ensure proper documentation is passed through USG & State Dept to include Afghanistan Customs but this process can only be facilitated via Contracting Office through State Department as it will be by Tankers only. Proper shipments can be sent ONLY and specifically for Ussi, Loads only.
Answer – It is the contractor’s responsibility to ensure all required documentation has been submitted and accepted prior to contract award.
10. Question –U.S. Government Contracts usually would be easier to have US Passport Holders with clearance or with NACI be on this contract to ensure personnel can speak face to face with Contracting Office, will CAC - Cards be authorized for those personnel?
Answer – DLA Energy do not issue CAC-Cards to non-government personnel.
11. Question - Storage Facilities are Available in Kabul and Mazar and Hairatan, how long ago does the
Government need to have Inspection of those facility by an approved Inspection Team. To ensure fuel that is placed in those storage tanks will not be contaminated?
Answer – Reference page 6 of the solicitation SP0600-15-R-0219, Special Notes item 4. Also reference page 28, clause E-0005 E22 LIST OF INSPECTION OFFICES FOR DLA ENERGY CONTRACTS.
12. Question - Storage Facilities - Once the Contractor has been designated can the Contractor at that time provide tested documentation of the storage tanks that are NLT 2 weeks prior or 2 weeks after Award?
Answer – Storage Facilities will have to align with the terms and conditions of the contract.
13. Question - As there is no longer PSC there is now APPF to certain locations to include FOB Fenty and an FOBS to towards Pakistan from Kabul, can that be automatically placed in the Fuel Price? As there is no placement for that price?
Answer – APPF may be included in your offer for applicable locations.
14. Question - Can the price schedule be submitted on a Excel format, will the USG (CO) Provide it?
Answer – If requested the price schedule can be provided in excel format.
15. Question Does a Business Proposal need to be submitted?
Answer – If you are a large business, a sub-contracting plan is required.
16. Question - As Technical Proposal is to be submitted, is there anything specific that must be submitted, i.e., Network Controlled Information, anything that is not already listed on the solicitation?
Answer – Any information pertaining to technical proposal is required.
17. Question - How many days out will orders be placed, as winter road conditions from Mazar to
Kabul will be affected if at any time loads that require 40 FT Tankers that must pass through will be affected, depending on Weather Conditions. This may affect on amount of deliveries?
Answer – Deliveries for awarded contracts are required within 48 hours unless otherwise specific within the contract.
18. Question - How many test will the USG require prior to delivery?
Answer – Testing details will be included in the contract award.
19. Question - Testing - Fuel will be tested when it is transferred from Rail Wagons to Tank Trucks in
Turkmenistan and tested again when it transfers from Turk trucks to Afghan Trucks, then once it reaches Storage facility then again when trucks go to download. All of these test are necessary to ensure fuel is 100% from Terminal to delivery. This is may be extensive testing but due to the fact that fuel has to travel from Source to Afghanistan it is best to ensure its final delivery is good. Will the USG pay for all additional testing?
Answer – Testing of the fuel shall comply with the terms and conditions of the contract. Additional testing is not required unless the fuel does not meet specifications.
20. Question - On Afghan solicitation 15-R-0219, if I read correctly, for trucking to Bagram you are looking at pricing for both 2 million USG TS1 + 2 million USG JP8 under different CLINS. To my understanding this would be in addition to the pipeline requirements. Could you please clarify if you expect that DLA-E would require both 2m TS1 + 2m JP8 on a monthly basis or if you expect that this would be an “either or” proposition depending on pricing. Thanks so much.
Answer – The requirement is for either TS1 or JP8, not both products.
21. Question - Can we submit proposal for the project as a Joint Venture. We could not find anything regarding JV in RFP, we are two companies and want to submit proposal as JV.
Answer – Yes, ensure the company is registered in www.sams.gov and www.jccs.gov.
22. Questions -Can you please tell me before what date we should submit proposal?
Answer – To be timely, offers must be received by DLA Energy no later than November 8, 2015, 2:00 PM, Local Fort Belvoir, VA Time.
C. All other terms and conditions of the solicitation and amendments remain unchanged.
