Appendix C Unleaded Gasoline Specification SP0600-15-R-0144
1. SCOPE
1.1 This document is based on European Specification EN 228: October 2012 and specifies requirements for purchasing Unleaded Gasoline for automotive use.
2. SPECIFICATION REQUIREMENTS
2.1 The gasoline furnished under this document shall meet the following requirements:

Notes:
(1) Vapor Pressure (Reid) shall be carried out according to ASTM-D-323 if the gasoline does not contain alcohol.
Vapor Pressure (DRY) shall be carried out according to ASTM-D-4953 if the gasoline contains alcohol.
(2) The Vapor Lock Index (VLI) shall be carried out according to the following equation:
VLI = 10x(VP) +7x(E70), in which:
VP = Vapor Pressure (kPa) E70 = % distillate at 70ºC
3. ADDITIVES
3.1 The following additives may be added to the product:
3.1.1 Antioxidants: aminic and phenolic Antioxidants (130 ppm max.), as specified in
Appendix A
3.1.2 Rust Inhibitors (10 mg/L max.) qualified under U.S. military spec MIL-I-25017, as specified in Appendix A
3.1.3 Metal Deactivator (30 ppm max.) as specified in Appendix A
3.2 The following additives shall not be added to the product:
3.2.1 Dyes
3.2.2 Detergent Additives
3.2.3 Methylcyclopentadienyl manganese tricarbonyl (MMT)
3.2.4 Any phosphorus containing additive
4. GENERAL REQUIREMENTS
4.1 The fuel furnished under this specification shall be supplied within one (1) month of its manufacture.
4.2 The fuel shall be transferred from the refinery to the seashore storage facilities and to the ocean tanker by pipeline intended for carrying unleaded gasoline only. If such pipeline is unavailable, the common pipeline shall be flushed with the gasoline to be loaded.
5. QUALITY ASSURANCE
5.1 Inspection Lot – The fuel in each seashore storage tank shall conform to the requirements of this specification. Each shipment of fuel furnished under this specification shall be inspected separately by a U.S. government representative who may be accompanied by a GOI/MOD representative.
5.2 Shipment Inspection – Quality control procedures for each shipment of fuel furnished under this document shall be monitored by a U.S. government representative who may be accompanied by a GOI/MOD representative.
5.3 Quality control procedures for each shipment of fuel furnished under this document shall be in accordance with standard DLA Energy procedures in E-0001 E1 CONTRACTOR INSPECTION
RESPONSIBILITIES (SEP 2013).
Appendix A Permitted Additives
A1. Antioxidants (130 ppm max.)
A1.1 Aminic antioxidants:
1.1.1 (N,N’-di-secondary-butyl-para-phenylenediamine)
A1.2 Phenolic antioxidants:
A1.2.1 (2,6-di-tertiary-butylphenol) A1.2.2 (2,6-di tertiary-butyl-4-methylphenol) A1.2.3 (2,4-dimethyl-6-tertiary-butylphenol) A1.2.4 Additive mixture of 75% min. (2,6-di-tertiary-butylphenol) and 25% max.
(mono-tertiary-butylphenol and tri-tertiary-butylphenol) A1.2.5 Additive mixture of 55% min. (2,4-di-methyl-6-tertiary-butylphenol), 15% min.
(2,6-di-tertiary-butyl-4-methylphenol) and the rest will contain a mixture of (monomethyl-tertiary-butylphenol and dimethyl-tertiary-butylphenol).
A2. Metal Deactivator (30 ppm max.)
A2.1 (N,N’-disalicylidene-1,2-propane-diamine)
A3. Rust Inhibitor (10 mg/L max.)
A3.1 It is permissible to add rust inhibitors to the gasoline as long as the material added appears on the last edition of QPL-25017
