Appendix B Diesel Fuel Specification SP0600-15-R-0144
1. SCOPE
1.1 This document is based on European Specification EN590: September 2013 and specifies requirements for purchasing Diesel Fuel (Very Low Sulfur) for use in compression ignition engines.
2. SPECIFICATION REQUIREMENTS
2.1 The fuel supplied under this specification shall be distillated fuel refined from petroleum crude oil. The fuel shall be a straight run Diesel Gas-Oil and shall contain not more than 15% vol of any reformated or cracked components. The fuel shall not contain any bio-compounds or synthetic compounds and shall not be stored or carried in tanks or transferred through pipes used for bio-fuels or synthetic fuels, except in specific cased that shall be waived by DLA Energy and the GOI/MOD.
The Diesel Fuel shall meet the following requirements:

Note: ¹ Polycyclic aromatics are defined as the total aromatic hydrocarbon content minus the mono-aromatic hydrocarbon content.

3. ADDITIVES
3.1 The following additives shall not be added to the product:
3.1.1 Fuel System Icing Inhibitors (FSII)
3.1.2 Metal Deactivator
3.1.3 Dyes
3.1.4 Biocides
3.1.5 Methylcyclopentadienyl manganese tricarbonyl (MMT)
4. GENERAL REQUIREMENTS
4.1 The fuel furnished under this specification shall be supplied within three (3) months of its manufacture.
4.2 The fuel shall be transferred from the refinery to the seashore storage facilities and to the ocean tanker by pipeline intended for carrying DIESEL FUEL only. If such pipeline is unavailable, the intended pipeline shall be emptied and flushed with DIESEL FUEL before transferring the cargo through it.
4.3 The diesel fuel quantity produced for shipment to be transported by an ocean tanker shall be supplied from a single refinery (no more than one diesel fuel producer for each shipment).
5. QUALITY ASSURANCE
5.1 Inspection Lot – The inspection in each seashore storage tank shall conform to the requirements of this specification. Each shipment of fuel furnished under this specification shall be inspected separately by a U.S. government representative who may be accompanied by a GOI/MOD representative.
5.2 Shipment Inspection – Quality control procedures for each shipment of fuel furnished under this document shall be monitored by a U.S. government representative who may be accompanied by a GOI/MOD representative.
5.3 Quality control procedures for each shipment of fuel furnished under this document shall be in accordance with standard DLA Energy procedures in E-0001 E1 CONTRACTOR INSPECTION
RESPONSIBILITIES (SEP 2013).
5.4 The contractor shall provide the DLA Energy Quality Assurance Representative (QAR) with adequate facilities and the professional personnel necessary to perform these tests for the sampling procedures, at its own expense.
