Amendment 4

The purpose of this amendment is to answer questions not addressed in previous amendments.

QUESTION 1: Can offerors elect to only submit prices for certain line items and not all of the items? For example, if an offeror only wants to supply JP8 in response to this solicitation can it only submit a price for CLIN 101-90?

ANSWER 1: Yes, offerors are welcome to bid on any combination of line items.

However, no contracts will be awarded solely for line item 102-ST as it is coupled with line item 101-TS. If multiple awards are made for the line item 101-TS, each awardee will be expected to maintain no less than 3,000,000 USG of line item 102-ST.

QUESTION 2: Is there presently an incumbent contractor performing these delivery services for the U.S. Government or is this a new requirement? If there is an incumbent contractor please provide the name of the contractor(s) and the contract number?

ANSWER 2: No, this is a new requirement. This solicitation is being competed using full and open competition.

QUESTION 3: “Demonstrate ownership of trucking assets or the existence of firm transportation subcontracts.” What documentation is required to be submitted to “demonstrate ownership of trucking assets? Likewise, are offerors required to submit these subcontracts with their Technical Capability Performance Data Sheet? If so, may offerors submit these agreements as appendices to their Technical Capability Performance Data Sheet thereby not counting against the three page limitation?

ANSWER 3: A list showing vehicles registered to the offeror or to the offeror’s subcontractor, along with the subcontractor’s work agreement, will sufficiently demonstrate ownership of trucking assets to perform under this requirement. These lists and agreements will count against the 60-page offer limit, but not the three-page limit for the Technical Capability Performance Data Sheet.

QUESTION 4: Offerors are limited to three pages for their Technical Capability Performance Data Sheet per OPS Page 32 of 32. However, bullet #2 on OSP Page 32 of 32 states “provide firm, written fuel supply agreements to support supply and delivery of these quantities.” Are offerors required to submit these agreements with their Technical Capability Performance Data Sheet? If so, may offerors submit these agreements as appendices to their Technical Capability Performance Data Sheet thereby not counting against the three page limitation?

Amendment 4

ANSWER 4: Yes, fuel supply agreements may be submitted as appendices to the Technical Performance Data Sheet without counting toward the three-page limit.

However, all pages of the Technical Performance Data Sheet and all appendices will count toward the 60-page offer limit.

QUESTION 5: Attachment 2 – Contractor (Past) Performance Data Sheet and Attachment 3 – Contractor Subcontractor Data Sheet are presented by the Government in PDF, which makes it difficult to present the required information. May offerors submit their own MS Excel or MS Word documents containing all of the required information presented in a similar structure?

ANSWER 5: Yes, a MS Excel spreadsheet or a MS Word document presented in a similar structure will be acceptable.

QUESTION 6: Attachment 2 – Contractor (Past) Performance Data Sheet presents a table with three rows. May offerors submit more than three subcontracts/contracts to demonstrate their past performance?

ANSWER 6: Yes, the offeror may list more than three past performance contacts/references.

QUESTION 7: Amendment 2 states, “All fill-ins in the Offeror Submission Package (OSP) must be completed and submitted with the offer. The offerors complete proposal including the 34-page OSP shall not exceed 60 pages, insure that pages are numbered sequentially. Pages in excess of the 60-page limitation will not be considered in the evaluation of the proposal (including attachments, appendices or references).” May offerors submit the completed OSP, SF1449, Completed Price Schedule (INT-B1.05-2), Certifications and Representations, Attachment 1, Attachment 2, and Attachment 3 as separate electronic files?

ANSWER 7: The offeror may submit more than one electronic attachment. However, the total number of pages, including the OSP, SF1449, Completed Price Schedule, Certifications and Representations, Attachment 1, Attachment 2, and Attachment 3, and any other offeror submissions, shall not exceed 60 pages. Pages in excess of the 60-page limit will not be considered in the evaluation of the proposal.
