MEMORANDUM FOR ALL INTERESTED VENDORS

SUBJECT: Request for Proposal SP0600-09-R-0822 (Questions & Answers) DATE: 16 February 2010

The following questions and answers are provided in response to questions regarding subject solicitation:

VENDOR COMMENT

I cannot obtain access to the locked documents because the business office address is different from our corporate address, therefore, I apologize if these questions are answered within the solicitation documents.

GOVT RESPONSE

In order to access secure documents associated with subject solicitation, individuals must ensure the address they used to submit request for access matches that in the Central Contractor Registration (CCR) database; otherwise, you will not be able to access those documents. This process is controlled through FEDBIZOPPs; therefore, our office has no control over this requirement.

VENDOR QUESTION

Is there an Interested Vendor list for the water distribution Portion of the solicitation?

GOVT RESPONSE

DESC does not provide information on offerors or potential offerors.

VENDOR QUESTION

Is water main replacement expected at the Base?

GOVT RESPONSE

(NOTE: Amendment with revised RFP forthcoming. Please continue to monitor FBO.)

Table 1 of Section J3 of the Request for Proposal (RFP) shows the current water main inventory along with the approximate year of construction of each system component and the Government-expected useful life of each system component. As you can see, approximately 75% of the water mains are already at or past their Government-expected useful life. Water mains should be replaced as part of your proposed Renewals and Replacements (R&R) Plan.

For Non-Regulated Offerors: As part of your proposal, you are required to determine when each individual water main (and all other system components for that matter) should be replaced and to include your proposed replacement schedule as part of your technical and price proposals. Schedule 2 (RFP Section B.7.3) is required for Non-Regulated offerors and serves as a guide for developing your R&R schedule.

For Regulated Offerors: R&R is covered by your applicable tariff. Although Schedule 2 (RFP Section B.7.3) is not required for Regulated offerors, it may still serve as a helpful guide for developing your R&R schedule.

R&R is covered in detail in RFP Sections B.6.1, B.7.1, B.7.3, C.11.2.3, and C.11.2.6.

VENDOR QUESTION

If water main is replaced, is it paid for by the utility Supplier or does the Military supplement the contract to off-set the costs?

GOVT RESPONSE

Water mains should be replaced as part of your proposed Renewals and Replacements (R&R) Plan.

Payment for R&R is accomplished via Contract Line Item Number (CLIN) 0001 which includes a monthly service charge in payment for Operations and Maintenance and for Renewals and Replacements.

Non-Regulated offerors are referred to RFP Section B.7.1.

Regulated offerors are referred to RFP Section B.5.1.
