Damage to operational equipment or cabling will be repaired or replaced by the FAA based on requirements to meet the FAA’s mission. The FAA may, at its option, direct the Contractor to make specific repairs or purchase specific replacement material or equipment as deemed necessary to maintain the equipment and facility in accordance with FAA orders, procedures, and directives. In any case, the Contractor must pay for the cost of repairs or replacement for any items damaged by their work under this contract.

The Contractor must submit a schedule detailing the sequence in which the work will be performed and indicating the anticipated duration of activities.
All submittals must be submitted in ample time for a determination of specification and contract document compliance by the FAA before the materials, which the submittal represents, are fabricated or delivered to the site. All submittals must be approved prior to their incorporation into the work. The time necessary for FAA approval or disapproval of samples, certificates, test reports, and shop drawings will not be more than 14 calendar days after receipt of the item. All materials installed in the work must match the approved submittals. After a submission has been approved, no substitutions will be permitted without the Contractor requesting the substitution in writing and receiving written approval by the COR/SSCREP. Submittals are required for the following items:
• EIFS joint and wall cleaning solutions for cleaning dirt, algae, or mildew accumulations.
• Hand cleaning supplies including soft bristle brushes.
• EIFS caulking/sealant and backer rod materials.
• Mesh used for each type of repair.
• Patching base and finish coat material.
• Caulking/sealant material.
• EIFS Primer and finish paint.
• Other materials used to clean, repair, and paint EIFS.
• Provide techniques for:
o Mold and mildew removal o Wall cleaning method including any cleaners, tools and methods to be used and the pressure that will be used for any cleaning and rinsing.
o Containment cell construction materials and installation method including vacuum system.
o Caulking/sealant removal and joint cleaning.
o EIFS crack and other damage repair.
o EIFS coating/painting methods.
4.0 CAULKING/SEALANT REMOVAL
The NCO building has had samples taken by a local testing company that were tested for the presence of asbestos. The results of that testing are included within the SIR.
• The contractor must remove all caulking/sealants between EIFS sections, around all building openings (doors, louvers, and windows), and all through wall penetrations. Remove existing caulking/sealant and backer rod as recommended in article DC009 included in DryvitCare EIFS Repair Procedures DS498. It is extremely important that removal of caulking/sealant and backer rod be accomplished with care so as not to damage the adjacent EIFS panels. If the EIFS material is damaged, mark the area for subsequent repair. Marked areas are to be pointed out to the COR/SSCREP before repairs are made.
Caulking/sealants that contains asbestos is around the west door of the garage. The amount of this caulking/sealant is approximately 42 linear feet. For this caulking/sealant the contractor must set up a negative pressure containment cell complete with a HEPA vacuum system to prevent the release of asbestos into the environment, unless the Contractor can provide a Standard Operating Procedure (SOP) and Negative Exposure Assessment (NEA) for this specific work demonstrating no need for a containment cell. If the Contractor has an SOP and NEA, the FAA Central Service Area Certified Industrial Hygienist (CIH) would need to review the documentation prior to authorizing the procedures.
If no SOP/NEA is available/approved by the CSA CIH, the Contractor would be required to follow the air sampling requirements outlined in 29 CFR 1926.1101(f)(1). Asbestos containing material must be containerized, labeled, and disposed of in accordance with all federal and state laws and regulations. An FAA Occupational Safety and Health Specialist will identify the asbestoses for abatement.
5.0 REPAIR AND RESTORATION OF EIFS
Repair and Restoration of EISF must follow the general procedures found in the following guides:
• DryvitCare EIFS Repair Procedures DS498
• StoTherm EIFS Reference Guide: Repair and Maintenance
The finish on the EIFS is Dryvit Quarzputz. Repairs must replicate this finish to the extent practicable.
After the EIFS siding has had the caulking removed and has been cleaned and allowed to thoroughly dry, new caulking/sealant and backer rod must be installed as recommended by article DC009 included in DryvitCare EIFS Repair Procedures DS498. All surfaces must be coated with two coats of a flexible, waterproof elastomeric coating. The coating must be tested and labeled by the Validation Program of the Sealant, Waterproofing & Restoration Institute, SWRI. The coating must be capable of bridging hairline cracks, be dirt pickup resistant, mildew resistant, and highly chalk resistant. The product must meet or exceed the following: ASTM D 6904 – not more than 1 oz weight gain and no water leaks, ASTM D 412 – minimum tensile strength of 115 psi and elongation of 670%, ASTM C 3105 – no cracking, and ASTM D 2697 – minimum solids content of 46.5% by volume. Apply two coats of the elastomeric coating by roller in sufficient wet thickness to obtain the recommended dry film thickness of 16 mils for warranted waterproofing performance. The coating must be applied as recommended by the manufacturer and not be turned back into any sealant joint. Prepare and treat sealant joints per the coating and sealant manufacturer’s instructions.
6.0 MATERIALS.
The Contractor must furnish submittals for all materials proposed for use under this contract identified above. The Contractor may submit alternate products that meet or exceed these requirements but must clearly demonstrate that the proposed product is equal to or better than that specified. All materials must be installed in accordance with the manufacturer’s written instructions and recommendations. All materials must be delivered to the jobsite in sealed containers with all labels intact. Materials must be labeled to show the designated name, formula, specification number, lot number, color, date of manufacture, shelf life, curing time, manufacturer's directions, and name of manufacturer. Multi-component products must list mixing instructions. All materials must be stored and used in accordance with the manufacturer’s recommendations, directions, and instructions.
The following are materials, or acceptable equal, that meet the requirements for use on this project:
• Elastomeric coating - SikaWall®-4090 Elastomeric Coating; Dryvit Weatherlastic Smooth
• Caulking/sealant - StoSeal STPE Sealant; Tremco Spectrem 3
