STATEMENT OF WORK
1st Special Operations Wing (1 SOW)
Generation II Wireless for SOF Maintenance Training Facility 03 April 2023
1. DESCRIPTION OF SERVICES
1.1. The contractor shall provide all management, tools, equipment, supplies, travel arrangements, and labor necessary to expand Generation II (GEN II) wireless for 1st Special Operations Wing (SOW) SOF Maintenance Training Facility. The contractor shall accomplish all site visit/survey, design, planning, installation, system configuration, testing, implementation tasks, warranty, and complete documentation of all hardware and software components for the proposed system to meet the requirements of this Statement of Work.
1.2. Expand Generation II (GEN II) wireless for 1st Special Operations Wing (SOW) SOF Maintenance Training Facility located at Hurlburt Field, FL. This solution must provide complete GEN II wireless coverage in the facility as shown in the attached diagrams and comply with Program Management Office (PMO) directives. 2. SCOPE
2.1. The facility located at Hurlburt Field is currently under construction and is anticipated that it will be available for use with a building occupancy date of May 2023. This Statement of Work defines the operational requirement to provide a Generation II wireless solution that will meet the mission needs of the 1 SOMXG. The work required would include site visit/survey, design, planning, installation, system configuration, testing, implementation, labor/parts/maintenance warranty and complete documentation of all hardware and software components for the proposed system.
2.2. General description of the intended solution: Gen II wireless to cover designated areas within the new SOF Maintenance Training Facility at Hurlburt Field, Florida.
3. REQUIRED OPERATIONAL CAPABILITY
3.1. The 1 SOMXG requires the ability to utilize network-based software including, but not limited to Standard Desktop software and Technical data associated with weapons training which is readily accessible through the AFNET.
4. REQUIREMENTS
4.1. The SOF Maintenance Training Facility requires AFNET wireless to facilitate “practical training conducted in a facility dedicated to load crew training that is of sufficient size to accommodate required aircraft, training munitions and associated support equipment.”. The mailto:myranda.smith@us.af.mil wireless is critical to the 1 SOMXG executing courses in support of Weapons Load Training in an indoor environment that is isolated from weather events such as lightening, torrential rain, and excessive wind.
4.2. The current Wireless architecture on Hurlburt Field is Aruba Wireless based with Aruba controllers and Aruba wireless end points provisioned on the AFNET network on a VLAN.
4.3. Site Visit/Survey: The SOF Maintenance Training Facility will need to be surveyed to determine physical placement, configuration, installation requirements and design to include end devices access points, mounting hardware, and all other components required to provide a turn-key Gen II wireless system in SOF Maintenance Training Facility. The drawing available in Attachment 1 of this document shows the required coverage areas for this facility. Attachment 2 shows the approximate placement of the wireless devices in the facility. Attachment 3 is a desktop survey provided by Aruba.
4.4. Design/Installation: All design proposals and installation scheduling will be reviewed and approved by the Government POC (see para 10.). Proposed solution must integrate with all existing systems identified in para 4.5.
4.5. Operational Characteristics of the Solution: The Gen II wireless solution will provide wireless capabilities and integrate with the BITI Generation II wireless currently deployed on Hurlburt Field and utilize government provided network infrastructure provided by ports from a Cisco 9400 series chassis provisioned with copper PoE blades, C9400-LC-48P Cisco Catalyst 9400 Series 48-Port POE+ 10/100/1000 (RJ-45), in comm room 202.
4.6. Contractor Provided Equipment/Responsibilities: The contractor provided Gen II wireless system for the SOF Maintenance Training Facility will integrate with the Hurlburt AFNET NIPRNet equipment located in communications cabinet of the new facility which consists of Cisco equipment described in para. 4.5. Access points in the facility will be mounted to utilize the government provided ports which are found in the space above the drop ceiling or on the wall. Any patch cable used between the jack and the access point must have strain relief mechanisms installed to ensure the patch cord stays in place. The horizontal Category 6 wiring for this project will be provided by the government unless otherwise noted. The contractor shall be responsible for connecting the access point to government provided Cat 6 wiring which is shown notionally in Attachment 2. Final port placement will be determined by the government. All government provided jacks and patch panels will be labeled IAW comm specifications and terminated in a T568A configuration and follow the ANSI/TIA/EIA-568-B standard. Power for the Aruba end devices is intended to be Power over Ethernet (PoE) but if that is not possible the contractor shall be required to install power to the end device. Cat 6 wiring will not be longer than 100 meters. The contractor shall only provide equipment that meets the Gen II Program Management Office requirements. The contractor shall coordinate with personnel named in paragraph 10 of this document prior to installation activities.
4.7. Government Provided Equipment/Local Infrastructure: The government will provide
Comm racks, power, and Cisco switches. Wiring for the access points will terminate in Government provided racks. All network switches will be Government provided and will be Cisco POE+ switch equipment and powered and connected to the AFNET prior to the arrival of the contractor. Floor plans will be provided to the contractor upon request in an electronic format (PDF).
4.8. Government Furnished Network Equipment.
C9410R Chassis with 48 port copper PoE blades installed in room 202 comm room.
5. LOCATIONS
5.1. Place of Performance. The Contractor shall perform the required support at the future SOF maintenance Training Facility located north of building 90802 on Hurlburt Field, Florida. Contractor personnel shall comply with all installation and facility safety and security regulations, as well as the health, safety, and security provisions of the contract. Contractor personnel shall report security or safety problems to the Contracting Officer and/or Security Police as appropriate.
5.2. Hours of Operation: Normal operation is Monday through Friday, 0730 to 1630, except for federal holidays and designated military down days. There may be mission situations that require the contractor to work other than normal hours. Some of these situations are military exercises, contingency operations, or weather emergencies. When the contractor’s access to a work area conflicts with an Air Force mission requirement, the contractor shall schedule the work to minimize the disruption. Such scheduling may require work to be accomplished at times other than normal duty hours.
5.3. Federal Holidays. The following is a list of federal holidays observed by this installation.
New Year's Day, January 1 or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, last Monday in May Independence Day, July 4 or the Friday preceding or Monday following Labor Day, first Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11 or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, December 25 or the Friday preceding or Monday following
6. Installation
6.1. The contractor shall install and integrate the 2GWLAN system to provide Wireless Local Area
Network (WLAN) and IDS coverage to the designated areas of the facility highlighted in Attachment 1. The contractor shall perform all Installation tasks as defined in this section.
Before installation begins, provide in-brief to government representatives.
6.2. Provide all labor, materials, and travel to install the contractor procured WLAN equipment for the site, in accordance with the installation procedures and to comply with Program Management Office (PMO) directives. Please contact Ms. Myranda Smith myranda.smith@us.af.mil, 781-225-6406, regarding PMO directives. The WLAN implementation includes the installation of APs and IDS sensors (Air Monitors AMs), and associated LAN cabling as applicable. Comply with the 2GWLAN Performance Work Statement provided in Attachment 4.
6.3. Remove any spoils and/or hazardous materials resulting from the installation activities in accordance with the provisions of applicable federal, state, or host nation standards. Utilize the minimum number and quantity of hazardous materials to complete the installation.
7. MAINTENANCE AND SUPPORT
7.1. Warranty Support: Design and solution of all installation services and configurations (physical and logical) must be fully warranted for a minimum of 1 year from the system acceptance date, to include all shipping costs. Contractor shall provide a quote for yearly renewal maintenance agreement package for up to four years after expiration of warranty. This package will cover, but not limited to, all contractor provided hardware/software upgrades, materials, workmanship, and training associated with the system.
8. ACCREDITATION AND TESTING
8.1. Accreditation Requirements: All proposed solutions must meet and follow the latest versions of
Department of Defense Instruction (DoDI) 8500.2, Information Assurance Implementation, and DoDI 8510.01, Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) Instruction, guidance.
8.2. Installation Testing Requirements: The contractors shall perform all testing as specified in the contractor provided and government approved test plan to assure that the system meets the minimum feature requirements specified herein. The contractor has the responsibility to ensure the installation is tested prior to cutover. The government will witness all testing. The contractor shall document these test results. Copies of the test results will be provided to the government. The government requires at least two weeks’ notice before the contractor performs any testing. The installation will not be cutover without specific government approval. All items procured under this delivery order will be tested and certified for use prior to systems acceptance.
9. ACCEPTANCE
9.1. Deliverables. All deliverables must meet professional standards and meet the requirements set forth in mailto:myranda.smith@us.af.mil contract documentation. The contractor shall be responsible for delivering all end items specified. The following items are deliverables that fall within the scope of the tasks and all other stated deliverables.

9.2. High-Level Design. Shows how the items that the contractor is adding will fit into the infrastructure that is already in place and working. Contractor shall work directly with the PMO to ensure the items provided will integrate seamlessly with the GenII Wireless on Hurlburt Field.
9.3. Low-Level Design. Shows how devices will connect in the local building to the network devices provided by the government.
9.4. Acceptance Testing Procedures. How the contractor intends on showing the government that the system works to government satisfaction.
9.5. As-Built Documentation. Show all APs and MAC addresses and where they connect to the government provided network devices. Provide a list of items in an Excel document by description, serial number, MAC address, location and port number. Provide a floor plan showing the location of the WLAN RF unit, antenna placement, pathways, installed cable runs, and any open items.
9.6. Delivery Instructions. Deliverables will be submitted soft copy in Microsoft VISIO Excel and PDF formats as applicable and will be compatible with AF-standard desktop applications.
9.7. System Acceptance: The government reserves the right to refuse final acceptance until all discrepancies have been resolved to the satisfaction of the government. The discrepancies list will include all problem(s) detected/identified conducted by the contractor, government, or both. Problems identified during the acceptance period will be documented and provided to the government. Provide out-brief to government representatives. The contractor shall support the Government’s AFTO 797 process for “turn over” of the implemented 2GWLAN system to the site.
9.8. Incurred Down Time: Installation, testing, training, and implementation will be accomplished with minimal disruption of operations. Prior to any disruption or termination of communication capability, the contractor shall seek and receive clearance from the customer or designated representative. The contractor shall seek permission and guidance from the list below (para 10.) for this project and prior to any deviations.
9.9. Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee’s name, employee’s photograph, and contractor’s name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times.
9.10. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes.
9.10.1. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
9.11. The Contractor shall be required to complete the following forms (to be provided at the pre-performance conference) for employees to gain access to the installation:

9.11.3. Department of Homeland Security Form I-9 (DHS I-9)
9.12. The Contractor Employee List. This form shall list every employee requiring access. Every time employees change; it shall be updated to reflect additions and/or deletions. Identify those individuals who require escort authority by including the word “escort” next to their names.
Limit the number of individuals designated as escorts to a reasonable number (i.e., one or two).
For work locations please use building numbers or areas (i.e., Bldg 90618 or Red Horse, AMMO Area, etc.). Once completed, email the list to the Contracting Officer in EXCEL or WORD format. The Contracting Officer will then prepare and attach a cover letter and forward the Employee List to the Visitor Control Center.
9.13. Upon notification that the Employee List has been forwarded to the Visitor Control Center, the other two forms (DHS I-9 & CAB) shall be completed and hand carried to the Visitor Control Center by the employee. If everything is in order, they will receive a contractor badge. If an employee will be driving on Hurlburt Field they are required to provide a valid driver’s license, vehicle registration, and proof of insurance. NOTE: The section of the Visitor Control Center administrating this function is closed after 1400 (2:00 p.m.), therefore, employees must arrive prior to this time for their documentation to be processed.
9.14. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
9.15. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and http://www.e-publishing.af.mil/search.asp?keyword=AFI%2B31-101&%3BGo.x=8&%3BGo.y=10
AFI 31-501, Personnel Security Program Management, as applicable.
9.16. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.
Failure to comply with these requirements may result in withholding of final payment.

11. Workmanship. The Contractor shall comply with the following workmanship requirements during the execution of this effort.
11.1. General. The Contractor shall:
11.1.1. Remove the minimum amount of lead paint or asbestos required to install the components of the 2GWLAN system.
11.1.2. Meet the National Electric Code and all applicable Air Force Instructions and local electrical codes, including lightning protection
11.1.3. Minimize disruption to base mission activities during installation.
11.1.4. Remove spoils and hazardous materials encountered during installation
IAW approved removal plans
11.1.5. Comply with any applicable state requirements for construction. When OCONUS, the Contractor shall also comply with all applicable Host Nation requirements for construction.
11.1.6. Provide adequate separation between proposed telecommunication products where recommended by the manufacturer to avoid signal/noise coupling.
11.2. Telecommunications Cable.
11.2.1. All telecommunications cable installed shall be of the same quality as previously installed on the base. At a minimum, the cable shall be Category 6 plenum rated.
11.2.2. The maximum length for each telecommunications cable installed shall be 90 m
(295 ft.) from the communication closet to the access point. Cables shall be terminated in 8-position modular jacks using the pin/pair assignment referred to as T568A-
(ISDN).
11.2.3. When storing slack, provisions shall be made to ensure bend radius limitations are not violated. Cable slack may be stored within an enclosure or in the cable tray of the telecommunications room.

11.2.4. Room penetrations (sleeves, slots, horizontal pathways) shall be properly fire-stopped in compliance with applicable codes. Security and fire protection are to be provided.
11.3. Conduit.
11.3.1. Conduit types include electrical metallic tubing (EMT), and rigid metal conduit. The type of conduit used must meet local building and electrical codes. Metal flex conduit shall not be used due to possible cable abrasion problems. Installed conduit requirements for support, end protection and continuity are specified in appropriate electrical codes.
11.3.2. Between pull points or pull boxes no section of conduit shall be longer than 30 m (100 ft.) or contain more than two 90° bends.
11.4. Cable Trays and Wireways.
11.4.1. Cable Trays and Wireways are prefabricated, rigid structures consisting of side rails and a solid or ventilated bottom, used for the containment of telecommunications cables. Trays and wireways shall be located above the ceiling.
11.5. Ceiling Pathways.
11.5.1. Inaccessible ceiling areas (lock-in ceiling tiles, drywall, and plaster) shall not to be used as distribution pathways.
A minimum of 75 mm (3 in.) of clear vertical space above the ceiling tiles must be available in the ceiling area to install signaling cable. There shall be a suitable means for supporting cables and wires. They are not to be laid directly on the ceiling tiles or supporting rails.
11.6. J-Hooks.
11.6.1. J-Hooks shall be used where Cable Trays, Wireways or Ceiling Pathways are not available. J-Hooks shall not be more than six feet apart.
11.7. Co-installation of Telecommunications Cable and Power Cable. The
Contractor shall:
11.7.1. Identify and locate on the installation drawings any existing electrical outlets that are proposed for use in the system showing planned repairs, extensions, replacement, or reuse.
11.7.2. Identify on the installation drawings and test existing communications ground in proposed equipment locations.
11.7.3. Identify on the installation drawings the electrical ground in the building for extension into the proposed equipment locations if a communications ground does not exist or tests bad showing planned repairs, replacement, or reuse.
11.8. Co-installation of telecommunications cables and power cables shall be governed by applicable electrical code for safety. In addition, the following should be considered in order to reduce noise coupling from sources such as electrical power wiring, radio frequency (RF) sources, large motors and generators, induction heaters, and arc welders:
11.8.1. Increased physical separation
11.8.2. Electrical branch circuit line, neutral, and grounding conductors should be maintained close together (e.g., twisted, sheathed, taped, or bundled together) for minimizing inductive coupling into telecommunications cabling
11.8.3. Use of surge protectors in branch circuits to limit the propagation of electrical surges.
11.8.4. Use of fully enclosed, grounded metallic raceway or grounded conduit or use of cable installed close to a grounded metallic surface will also limit inductive noise coupling.
11.9. Grounding Requirements.
11.9.1. Plan the installation route to minimize grounding conductor length.
11.9.2. Interior water pipe systems of the building shall not be used as a grounding point.
11.9.3. Metallic cable shield shall not be used as a grounding point.
11.9.4. Minimum grounding conductor size shall be No. 6 AWG, consideration should be given to using a grounding conductor as large as No. 2 AWG for lightning protection.
11.9.5. All grounding conductors shall be installed without splices.
11.9.6. Lightning ground rods shall be in accordance with the National Electrical Code.
11.10. Safety.
11.10.1. Safety is paramount during all Phases of 2GWLAN deployment. If at any time it is determined that equipment is unsafe and/or work is being performed in an unsafe manner, all work will be immediately suspended until the Contractor has corrected the problem to the satisfaction of the base project manager. The Contractor shall conform to the applicable regulations contained in the OSHA standards for this type of construction.
