Brand Name Justification (Simplified Acquisition)

Section A: General Contract Information

Estimated Contract Cost (including Options): $64,515.00

Section B: Description of the Supplies/Services Required

Procure Aruba Wireless (indoor) Access Point Part NO# JW175A and Aruba Wireless for expansion of AFSOC Enterprise Wide NIPR Wireless Expansion to the SOF Maintenance Training Facility (AC130J) at Hurlburt field, FL.

Section C: Justification for Soliciting for a Particular Brand Name Item The Aruba Wireless Access Points (APs) are the Air Force’s sole qualified and tested NIPR wireless access point wireless router.

AFSOC must purchase Aruba Access points because these equipment items are the only Wireless Access Point routers approved at this time to provide wireless services on the Air Force Network. The wireless infrastructure and controller are ARUBA for AFNET at Hurlburt Field. This Brand name is needed to integrate newly purchase wireless access points with the existing Air Force NIPR BITI Wireless Network that is in place today. The Aruba APs are products proprietary to one manufacturer and are essential to the Government's requirements. Aruba APs interoperate with the other wireless system components to satisfy the BITI Wireless Concept of Operations (CONOPS) and technical requirements. The CONOPS requires a single centralized management system. The currently operating wireless system is not vendor agnostic. Therefore, the replacement of Aruba APs with another brand would require the replacement of all BITI Wireless access points, wireless controllers, and centralized management system to maintain the required interoperability. The replacement of all BITI Wireless access points, wireless controllers and the centralized management system would result in significant financial and operational impacts. The BITI Wireless system has proven to be operationally essential to the warfighter in prime mission locations. Wireless implementations cover the flight line maintenance areas, avionics, maintenance, base operations, maintenance hangers, munitions, fire and security areas, Special Operations, senior briefing areas and training locations.

Section D: Efforts to Obtain Competition Document efforts to obtain competition. For example, did market research identify any other company(s) that can provide your required product or service? Or was a sources sought synopsis issued by contracting to try to find another source? Is it found on GSA or the open market? Who is the manufacturer? Please include the date market research was conducted and attach to this document all findings.

Section E: Steps to Preclude Future Specific Brand Name Requirements HNIB has initiated a JF-12 for additional OEMs to allow integration of equipment into the HCIC for evaluation purposes. Once the JF-12 is approved for additional OEMs, then they may be verified, approved and integrated within the BITI system. 1 SOCS will also continue its ongoing market research to review existing/new technologies to identify new solutions.

I have determined, in accordance with FAR 13.106-1(b)(1)(SAP) FAR 8.405-6(b)(GSA) (select one), that the circumstances of this contract action deem only a brand name product is reasonably available.
