Construction Scope of Work
1. Project Title: 18492 - William M. Steger Fed Bldg & U.S. CH - Fire Alarm & Fire Sprinkler System Upgrades.
2. Project Location: TX0182TY & TX0262TY Willam m. Steger Federal BLDG and United States CH 221 W Ferguson St, Tyler Tx 75702-7200
3. Building Location Hours: Every attempt must be made to ensure normal building operations are not interrupted and the utmost safety is performed during working hours. Operating hours for this facility are from 6 am to 6 pm. Notify GSA Project Manager and Building Manager of any work that may cause disruption during the day. Most work may be performed during Normal working hours.
However, some work must be performed after hours or “Other Than Normal Working Hours''. In order to perform any work during normal business hours, a request must be submitted and approved at least 72 hours in advance. Other Than Normal Working Hours will be required.
4. Pre-bid Site Visit : Site visits shall be conducted to allow prospective bidders the opportunity to see onsite conditions. A pre-proposal conference call will be scheduled the day or days prior to the on-site site visit to discuss project scope, contract requirements, etc. in order to minimize the time spent at the site.
5. Purpose: Fire Protection Upgrades for both buildings to include a Fire Alarm Replacement and a Fire Sprinkler Retro-fit

7. Notice to Proceed:
7.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.
7.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer’s Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications;
and the location partitions, eating spaces for Contractor’s employees and the like.
7.3 After a Notice to Proceed is given the Contractor has 10 days to provide a schedule.
7.4 Material submittals must be submitted NLT: 30 Calendar days after Notice of proceed.
8. Period of Performance: The total period of performance for this task order is 365 days, and includes 90 calendar days for required security clearances, pre-work submittals, and material ordering. Actual construction period of performance is 27 5 calendar days. Contractor must initiate the fitness determination process (security clearance) within 10 days of Zone B HSPD-12 instructional email.
9. Description of Work: In both buildings, replace the fire alarm system with a complete networked nodal, "intelligent", fire alarm voice evacuation and communication system. The system shall include, but not be limited to, all control equipment, remote network node panels, interfacing, power supplies, signal initiating and notification devices, conduit, wire, fittings, and all other accessories required to provide a complete and operational system. Retrofit furnish and install a new fire sprinkler system and all its components in accordance with attached drawings and specs.
Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in attached Bid Drawings, specifications and this statement of work.

9.1 Division 1 General Requirements
9.1.1 Reference the attached drawings and specifications for this Statement of Work .
9.1.2 Contractors are to survey the building to gain a complete understanding of how the fire alarm and fire sprinkler systems will fit within the facility.
9.1.3 Contractors are responsible for coordinating their designs with each other and the existing building features to make their systems fit within the buildings.
9.1.4 Contractors must verify all ceiling features and depict them within the shop drawings.
9.1.5 Work Sequence - To be completed in the most time efficient manner to ensure contract completion.
9.1.6 Daily clean up - All work space, staging areas, areas used for moving materials, trash, tools, etc. are to be kept clean at all times. All trash from the day’s work is to be removed and the work site clean and orderly.
9.1.7 Protection - Contractor is responsible for protection of existing finishes, utilities, etc.
in the facility, and must maintain a separation of work area from adjacent spaces.
Site is to be secured at the end of day. The contractor shall be responsible for the security of the work site.
9.1.8 Agency security/access requirements - Contractor must initiate fitness determination process (security clearance) within 10 days of Zone B HSPD-12 instructional email.
9.1.9 Progress Meetings/Calls - Contactor shall be responsible for providing an updated agenda, RFI and Submittal Log no later than 24 hours before the Progress Call or Meeting, and shall provide Minutes no later than 48 hours after the Progress Call or Meeting. Agenda content and Log format shall be reviewed and approved by the
PM.

13.2 Waste Diversion: Fourteen days from Notice to Proceed, the Contractor shall submit to the
Project Manager an updated Non-Hazardous Solid Waste Management Plan (Attachment 2: Waste Diversion Plan), to include (not limited to):
a) List of materials Contractor will reuse
b) List of materials the Contractor will donate and name and address of donation recipient.

c) List of materials the Contractor will recycle and the name and address of the recycler. If Contractor receives recycling revenue, Contractor shall keep revenue and provide receipt for GSA for reference.
