STATEMENT OF WORK

Communications Installation, SCIF, Building 10577 DATE: 17 Dec 2024

VANDENBERG SPACE FORCE BASE (VSFB)

1. BACKGROUND:

1.1. The purpose of this project is to remove all the legacy cabling and IT equipment in the B10577 SCIF and install a robust, future-proof, state-of-the art cabling architecture, cabling conveyance (in multiple rooms), and secure/unsecure networks and phones. The SCIF space has 17,410 sqft and its approximate dimensions are shown on Diagram 2 & 3. The goal is for new programs to move into the SCIF and connect operationally to their classified and unclassified mission networks. Further, with the dynamics of the ever-changing military missions, the cabling solutions must have the flexibility to easily change the configuration without the installation of new cabling architecture in the future.

1.2. The previous occupants of the B10577 SCIF vacated a legacy of 20-30 year cabling infrastructure that needs to be entirely gutted and disposed. New occupants will require a new robust secured/unsecured cabling infrastructure to last for the next multiple decades. The new occupants will require the newest IT components to perform a vast variety of functions supporting VSFB missions.

2. PERIOD of PERFORMANCE, SCOPE and PROJECT MANAGEMENT:

2.1 The Period of Performance shall be NLT 18 months from Contracting’s Notice to Proceed. This requirement is for the contractor to procure, install, configure, and test a new communication cabling system inside the B10577 Sensitive Compartmented Information Facility (SCIF), in the 2nd and 3rd floor (see Diagram 2 – 3) – the first floor, which is not a SCIF, is also shown in Diagram 1 to only show the comm entrance room where there will be a new fiber patch panel and one associated cable installed in an existing comm cabinet. It requires new conveyance in certain rooms where it is either non-existent or insufficient. The requirement scope includes the interconnecting cables and patch panels that feed the SCIF from exterior Comm Rooms B104, 201A and 301A. This task will require the removal and disposition of legacy cabling, equipment, hardware and debris in the same areas—disposing classified material is Not within the scope of this contract. This task installs new IT end devices (switches, routers, TACLANEs, computer terminals, network printers, phones) for NIPRnet, SIPRnet and JWICS in specified rooms. Finally, this task performs circuit migrations off of the legacy cabling and onto the newly installed cables within this contract.

2.2 The Contractor shall provide one full-time on-site Contractor Project Manager (CPM) to coordinate all aspects of the site survey, engineering solution, installation, testing, and acceptance certification. The CPM shall maintain a current TS/SCI clearance. The CPM shall be responsible for all supervision and labor/resource management activities. The Contractor shall identify by name in the Contractor’s proposal a CPM responsible as the single POC for the duration of this task order. The CPM must be a prime contractor employee, have authority to make decisions, signatory authority, and ability to commit the firm. The CPM shall be on site (VSFB) for any on-base project activity. The CPM shall be responsible for scheduling, organizing, and leading weekly meetings to track planning and progress of the project from planning stages through completion and Government acceptance.

2.3 The CPM shall be responsible for providing a weekly status report deliverable in Contractor format. The CPM shall be responsible for supervision of all contract personnel and performance of all Contractor-related functions.

2.4 The CPM shall coordinate the timing of all contract and subcontract activities to ensure smooth synchronized installation by all contractor teams. The effect of the CPM effort shall minimize Government involvement. This coordination includes, but is not limited to, coordinating with Government offices for room access, coordinating Government provided escorts as appropriate, outside plant fiber connections, and final quality assurance inspections.

2.5 CPM shall consolidate and present design for approvals. CPM shall be able to brief project details and answer detailed questions about all facets of the project that might affect each room. CPM shall attend scheduling meetings to deconflict against critical program activities and schedules. During these meetings, CPM shall brief project status when requested.

4.2.4 The contractor has flexibility to modify the conveyance routing as long as the following criteria are met: the conveyance routing enables cabling access to any client configuration; it remains in compliance with the attached Compliance Documents, and is approved by the government project manager for this SOW.

4.2.4.1 In some locations, such as conduits between C303 to C300E and C300E to C201, additional conduit may be required. If that is the case, ensure that is accounted for within the scope of this contract. To the maximum extent, minimize any new wall penetrations to keep the current SCIF accreditation. No new wall penetrations are authorized without explicit consent of the government PM.

4.2.5 Restore false ceiling and false floors to their original configuration when complete. If damage is done to the false ceiling and/or floors during the installation, the contractor is responsible to repair them to their original configuration.

4.2.6 [Intentionally Blank]

4.2.7. In C301, repair existing tray work to provide adequate support from the ceiling.

4.3 CABLE INSTALLATION.

4.3.1 Use existing communication cabinets and new and existing conveyance to install new cabling and associated patch panels as outlined in this section. All new cables shall be labeled on each end. The labeling scheme will be provided to the contractor after the contract award.

4.3.1.1 House Cable (often termed internal building backbone or trunk cable):

4.3.1.1.1 Existing House Cables: Protect the existing house cables which have live circuits only until circuits have been successfully cutover and migrated onto the new house cable infrastructure.

Note: The installing contractor will be provided a circuit list identifying circuits to protect. Further, Vandenberg personnel will clearly label each end of cables requiring protection.

4.3.1.1.2 Install New House Cable: Install new house cables in existing ducts and new conveyance (para 4.2) ensuring unclassified and classified cables are routed in separate conveyances. With respect to the new fiber architecture in this SOW, Corning is the preferred product solution. Use factory plug and play solutions to ensure best fiber optic cabling performance. The contractor shall install house cabling to match the end-client configuration as specified in para 4.5.2. At a minimum, the following house cables shall be installed:

4.3.1.1.2.1 The above table identifies the fiber strand count for each new house cable and their associated start/end destinations. Terminate each end into new fiber patch panels with LC-type terminations. Use the color code configuration outlined in para 4.3.1.2.6 3 for the adaptors in the housings.

4.3.1.1.2.2 The contractor has flexibility to change the house cable design configuration shown in Table 1 as long as the following criteria are met:

· It satisfies all end client specification outlined in para 4.3.1.2 and 4.5.2.

· It provides the greatest degree of robustness and flexibility to support room program changes in the future. The concept behind robustness and flexibility: if end client positions move at some future date, or new clients are added, the cabling that feeds from the comm rooms (C303, C300E, C207) to each room to the Consolidation Point (CP) requires no additional cabling or modification. It is understood that new cabling may be required from the CP to the end client.

· TS/SCI and JWICS must be on an isolated cable from SIPR cable where it exists from the comm room to the end client room CP. It may be joined on the same cable and through the same conduit from the room CP to the end client.

· NIPR/Unclass shall always be separated from Classified cabling.

· The configuration must remain in compliance with ICD 705 standards.

· The government project lead must approve the design.

4.3.1.1.3. Procure and install new house cables as described above. All house cables shall be multimode OM4, except singlemode for the fiber cables that originating from B104, 201A, and 301A. Terminate house cable end into new fiber patch panels with LC-type connectors for the fiber cables. Use existing comm cabinets to house new patch panels. The cable jacket shall follow the same color code configuration outlined in para 4.3.1.2.3.

4.3.1.1.4. For end-client rooms, procure and install new Consolidation Points (CP) in each room (above the ceiling on the 2nd floor, and below the false floor on the 3rd floor). Terminations shall remain consistent with LC-type for fiber terminations. If there is insufficient space beneath the floor, find a suitable CP location above the floor with government approval. If mounted above the floor, the CP shall be lockable. The CP shall be centrally located in each room for ease of access to the existing or new cable conveyance.

4.3.1.1.4.1. The Corning Fiber Zone Box FZB-04U-PDS or suitable equivalent is satisfactory for most if not all Consolidation Points in this SOW.

4.3.1.2 End Client Network Drop Configuration: With respect to the new fiber architecture in this SOW, Corning is the preferred product solution. Use factory plug and play solutions to ensure best fiber optic cabling performance.

4.3.1.2.1 For rooms C202A, C202B, C202C, C204, C209, C305, C307, C309, C309A install cabling architecture from new Consolidation Points to the end client locations (Diagrams 7 & 8). All End Client fiber shall be multimode OM4 fiber. Configure each client terminations with 4 each LC-type fiber port connectors (8 fiber strands for the classified networks) and 2 each LC-type fiber port connectors (unclassified networks).

4.3.1.2.1.1 In the walls, as much as possible, reuse previously installed conduits, but replace with new termination boxes and coverplates. Install new conduits where needed to match the designated end client location. Ensure unclassified cabling does not share any conduits and terminations receptacles with classified conduits and termination receptacles.

4.3.1.2.1.1.1 Cabling from the ceiling shall be run inside the wall, through an existing or new cable pole (utility pole), or protected floor receptacles. If Panduit must be used, run the Panduit in less conspicuous locations such as wall corners or window seems. Do not run Panduit conspicuously down the center of the wall.

4.3.1.2 1.2 The configuration, shall be such that each position can be fed two unclassified network drops and four classified network drops for each end client.

4.3.1.2.2 For C201, C207, and C300, install cabling architecture from the new Consolidation Points to the end client location (Diagram 7 & 8). Configure each client terminations with 6 each LC-type fiber port connectors (12 fiber strands for the classified networks) and 2 each LC-type fiber port connectors (unclassified networks).

4.3.1.2.2.1. The configuration shall be such that each position can be fed two unclassified network drops and 6 classified network drops for each end client.

4.3.1.2.2.2. For C201, C201A, C201B, C207, C207A, C207B and C207C, of the 6 classified network drops:

· 2-each LC-type fiber port configuration shall be fed from C303
