About this file

This is a Statement of Work (SOW) for an Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price supply contract to provide materials for two Vitros 7600 chemistry and immunochemistry analyzers at U.S. Naval Medical Research Training Center (NMRTC) Sigonella in Sicily, Italy. The contract supports critical care laboratory testing including cardiac markers, liver enzymes, kidney function, and BHCG analysis essential for emergency patient care and hospital operations. The SOW specifies 176 line items of required supplies and reagents with annual quantities ranging from 1 to 120 units, including chemistry slides, calibrators, reagents, controls, consumables, and maintenance components. Delivery must occur within four days of order placement, with strict temperature control requirements: -18 degrees Celsius for chemistry slides and controls, 2-8 degrees Celsius for immunochemistry reagents and calibrators, and ambient temperature for consumables. All products must be FDA-approved with minimum six-month shelf life at acceptance, and identical manufacturer lot numbers are required with lot sequestration protocols.

The contract performance period runs from October 1, 2026 through September 30, 2031 with a potential six-month extension through March 30, 2032, structured as a base year plus four one-year option periods. Delivery location is U.S. NMRTC Sigonella in Catania-Enna, Sicily, with deliveries during regular working hours (0830-1300 CET, Monday-Friday, excluding Italian holidays). The contractor must provide technical support specialists available during regular business hours and perform on-site instrument validation for any new tests added, including precision testing, linearity, carryover, correlation, and sensitivity studies compliant with CLIA and CAP requirements. Invoicing will be processed through the Wide Area Workflow (WAWF) website with evidence of shipment required, and the contract includes a $1,000 guaranteed minimum with a maximum ordering limitation to be determined at award. Task orders may be placed by any warranted Defense Health Agency contracting officer via email, facsimile, or mail.

AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER

a. Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the contractor’s facilities or in any other manner communicates with contractor personnel during the performance of this contract shall constitute a change under the “Changes” clause of this contract.

b. The contractor shall not comply with any order, direction, or request of Government personnel unless it is issued in writing and signed by the Contracting Officer or is pursuant to specific authority otherwise included as part of this contract.

c. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer’s. In the event the contractor effects any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority, and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
