About this file

This is a Statement of Work (SOW) for sewer pipe repair at Building 20, Stratton Air National Guard Base, Scotia, NY (Project Number VBDZ262101). The contractor must repair a sheared sewer pipe located approximately 35 feet from the manhole and extending from the asphalt to the gravel border. The scope includes obtaining a dig permit (with Dig Safe notification), field verification of the damage location, asphalt cutting, excavation with appropriate protective systems for holes exceeding 5 feet in depth, removal of the damaged pipe section, and installation of new pipe, fittings, and joints compliant with current plumbing codes. If a Fernco coupling is used, it must be the heavy-duty version with shielded coupling. The contractor must install buried utility marking tape one foot below the pavement surface, properly bed the new pipe using Class IB or II material, backfill and compact in layers not exceeding 8 inches to achieve minimum compaction densities of 90 percent for cohesive material and 95 percent for cohesionless material, and repave the asphalt to match existing pavement with appropriate tack coat and joint sealing.

Contractor requirements include compliance with all facility access and security policies, completion of AT Level I awareness training within 10 calendar days of contract start, OPSEC training within 90 days, and adherence to strict substance abuse policies. The contractor must establish a safe work zone, maintain site cleanliness, notify the Contracting Officer's Representative (COR) of unforeseen conditions or utility shutdowns, coordinate material deliveries in advance, and maintain work hours from 0700-1530 Monday through Friday with no work on federal holidays. The project shall commence no later than 14 days after Notice to Proceed and must be completed within 30 days. This is a total small business set-aside under NAICS 237110 (water and sewer line construction) with a small business size standard of $45 million; the project magnitude is less than $25,000. A mandatory site visit is scheduled for March 19, 2026, at 10:00 am at the civil engineering building, Stratton Air National Guard Base.

1. SCOPE

1.1. Fill out the dig permit. The paperwork includes calling Dig Safe and Base’s internal procedures. It is recommended to start the process two weeks before breaking ground.

1.2. Field verify the exact damage location.

1.3. Cut the asphalt at the right angles if necessary.

1.4. Excavate down to the broken pipe.

1.5. If the hole is 5 feet or deeper, protective systems such as sloping, benching, shoring, or shielding shall be used.

1.6. Contractor is responsible for the movement of construction machinery and equipment over pipes and utilities during construction. Excavation made with power-driven equipment is not permitted within 2 feet of known utility or subsurface construction. For work immediately adjacent to or for excavations exposing a utility or other buried obstruction, excavate by hand. Start hand excavation on each side of the indicated obstruction and continue until the obstruction is uncovered or until clearance for the new grade is assured. Support uncovered lines or other existing work affected by the contract excavation until approval for backfill is granted by the Contracting Officer. Report damage to utility lines or subsurface construction immediately to the Contracting Officer.

1.7. Where wet or otherwise unstable soil incapable of properly supporting the pipe or elbow, as determined by the Contracting Officer, is unexpectedly encountered at the bottom of a trench, such material shall be removed to the depth required and replaced to the proper grade with select granular material.

1.8. Contractor shall remove the damaged section/element.

1.9. Contractor shall install new fittings, joints, and pipe section following the latest plumbing code.

1.9.1. If Fernco is used, use the heavy-duty one with shielded coupling.

1.9.2. The new pipe and fittings shall be free of defects if used.

1.9.3. Joints shall be the type recommended by the pipe manufacturer and following the latest building code.

1.10. Install buried Utility Marking Tape a foot below the pavement surface.

1.11. The bedding surface shall provide a firm foundation of uniform density.

1.12. Use Class IB or II material for bedding, haunching, and initial backfill. Use Class I, II, or III material for PP pipe bedding, haunching and initial backfill.

1.13. After the pipe has been properly bedded, selected material from excavation or borrow, at a moisture content that will facilitate compaction, shall be placed along both sides of the pipe. The backfill shall be brought up evenly on both sides of the pipe for the full length of the pipe. The fill shall be thoroughly compacted under the haunches of the pipe. The remainder of the trench shall be backfilled and compacted by spreading and rolling or compacted by mechanical rammers or tampers in layers not exceeding 8 inches.

1.14. Compaction density shall be not less than 90 percent of maximum density for cohesive material and 95 percent of maximum density for cohesionless material.

1.15. Backfill and pave following the Asphalt Pavement Section figure below to meet the existing pavement.

1.16. Tack coat shall be applied between pavement courses as well as pavement lifts.

1.17. New to old asphalt joint shall be sealed.
