About this file

This document is a Statement of Work (SOW) for a Utilities Multiple Award Task Order Contract (MATOC) to provide design-bid-build and design-build construction services for the removal, replacement, modification, and installation of buried or underground utilities at the National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus.

The MATOC will have a total aggregate value up to $1,100,000,000 over the base 4-year ordering period plus two 4-year optional ordering periods. Task orders will be competitively bid by contract holders and will have individual SOWs specifying the requirements. The work includes utilities such as chilled water, steam, heating hot water, electrical, communications, compressed air, natural gas, water, and sewer systems. Construction tasks may also include general conditions, excavation, surveying, permit applications, and hazardous material abatement. The campus will remain in operation during construction, and contractor access and building access must be maintained. Security requirements include contractor badging and following HSPD-12 and NIST directive procedures.

Gaithersburg CUP POR & SRU Study Statement of Work

Statement of Work NIST Gaithersburg Campus Site Utilities Multiple Award Task Order Contract

Issued: Oct 13, 2023 Revised: May 28, 2024

Statement of Work Gaithersburg Campus Site Utilities Background The National Institute of Standards and Technology (NIST) headquarters campus is located on 579 acres in Gaithersburg, Maryland. The original campus construction dates from the mid‐1960s and the entire campus has been designated a National Register Historic District. NIST has embarked on a program to expand and modernize its facilities on its Gaithersburg campus. The 2018 NIST Gaithersburg Campus Master Plan and Environmental Assessment identifies the need to renovate more than 2 million gross square feet (GSF) and add more than 1 million GSF in new construction. The replacement of underground utilities are necessary to allow the work described in the Masterplan and support the overall mission of NIST. Existing Site Underground Utilities are mostly original to the campus and approaching the end of their useful life.

purpose This Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) is to acquire Design-Bid-Build and Design-Build construction services at NIST's Gaithersburg Campus. These services are for the removal of existing buried utilities and the installation of new buried utilities. Work may include the installation of new multiple utility tunnels to contain new utilities.
