This Contract will provide services to assist NIST with Scheduling, Cost Estimating, Constructability Reviews, Quality Assurance, Claims Avoidance & Analysis, Third Party Testing & Inspection, Project Closeout, Commissioning, and Reporting, Tracking.
NIST QUESTIONS
The following are questions that NIST would like feedback from Industry during this event.
CUP Modernization
1. It is anticipated that funding constraints and operational continuity will require work to be performed in phases. The contract is currently planned as a 5-yr SATOC with task orders to be issued each FY to align with funding availability and phasing of the design. Complete design is to be a substantial part if not all of the initial Task Order. The complete design will need develop the phasing. What potential issues arise from this approach? What other actions should the Government consider?
2. Campus operation must be maintained throughout construction. The supply of steam, chilled water, and electricity generated and distributed from the CUP enable NIST's mission. If these systems are down NIST cannot pursue its mission. What obstacles or challenges do you anticipate?
3. What are the major elements of this project that you foresee will experience long lead and/or significant price volatility based on similar projects that could impact the schedule of this project?
4. Are there other technologies not discussed in the CUP POR that could provide equivalent or similar solution while improving other objectives such as sustainability, electrification, and life cycle costs?
5. The solicitation will be posted as unrestricted, full and open competition based on NIST's initial market research and responses to Sources Sought received in February of 2024. NIST will require a Small Business Utilization Plan from any offeror that is not a small business. Please provide feedback on NIST's minimum goals with encouragement to exceed:
a. Total Small Business: 36%
b. Subset Goals:
i. Small Disadvantaged Business, including 8(a): 10%
ii. Woman-Owned Small Business: 10%
iii. Historical Underutilized Business Zone (HUBZone): 3%
iv. Veteran Owned Small Business: 3%
v. Service Disable Veteran Small Business: 3%
Replacement of Site Underground Utilities
1. The MATOC IDIQ is intended to allow both Design-Build and Design-Bid-Build task orders.
What level of design documents would be sufficient to perform Utility Replacement?
2. What is your experience with trenchless technologies? What trenchless technologies could be applied to this effort?
3. This project is likely to have multiple phases being constructed simultaneously or while other construction work being performed on NIST's Gaithersburg Campus. If awarded multiple phases what would be your approach to minimize interference and/or delays between phases? What would be your approach to coordinate with other contractors working on other projects in the same general area?
4. How would you address staging, material storage, and material delivery with limited staging locations within a campus environment with restricted access and both pedestrian and vehicular traffic?
5. As with the CUP Modernization, funding constraints and operational continuity will require work to be performed in phases. The contract is currently planned as a 12-year MATOC (4 base years, with two 4-year options). What potential issues arise from this approach? What other actions should the Government consider?
6. The responses that NIST received form two Sources Sought postings, one in December 2022 and other in February 2024, raised concerns with bonding capability for a Task Order with maximum planned value of $100M. Small business responders typically could self-perform one trade (electrical or mechanical). Please provide feedback on some possibilities under consideration:
a. Unrestricted, full and open competition, with large business requiring a Small Business Utilization Plan.
b. Allowing a mix of prime contractors to allow with flexibility for phasing such as six total awards, two to large business, & four to small business.
c. On & Off ramping of contractors because of the duration of the contract.
d. Other recommendations from industry.
