About this file

This document is a Statement of Work (SOW) for a Design-Build construction contract to modernize the Central Utility Plant (CUP) at the National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus. The CUP, which includes several aging buildings, provides crucial steam, chilled water, compressed air, and electrical services to enable NIST's mission.

The Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) is for renovation, expansion, and modernization of the CUP, with construction to be completed in phases to allow continuous CUP operation and align with fiscal year funding. The overall contract has a total aggregate value up to $450 million over a 5-year ordering period. The first task order will include design and the initial phase(s) of construction, with subsequent task orders for additional construction phases. The work must comply with federal, ICC, and NFPA standards, and the campus will remain in operation during all construction activities, with access maintained for employees, visitors, and emergency response. The contractor will interface with a separate NIST project to replace underground utilities on the campus.

Gaithersburg CUP Modernization Design-Build Statement of Work

Statement of Work NIST Gaithersburg Campus Central Utility Plant Modernization Design-Build Single Award Task Order Contract

Issued: Mar 25, 2024

Statement of Work NIST Gaithersburg Campus Central Plant Modernization

Background The National Institute of Standards and Technology (NIST) headquarters campus is located on 579 acres in Gaithersburg, Maryland. The original campus construction dates from the mid‐1960s and the entire campus has been designated a National Register Historic District. NIST has embarked on a program to expand and modernize its facilities on its Gaithersburg campus. The 2018 NIST Gaithersburg Campus Master Plan and Environmental Assessment identifies the need to renovate more than 2 million gross square feet (GSF) and add more than 1 million GSF in new construction. Existing equipment and systems within the Central Utility Plant Complex (CUP) are approaching the end of their useful life and need replacement. The CUP supplies crucial services that enable NIST's mission. The Modernization of the CUP is necessary to allow the planned expansion and allow for reliable support of NIST's mission.

A. The CUP includes Building 302 - the Steam & Chilled Water Generation Plant (B302), Building 305 - Cooling Tower (B305), Building 305V - Electrical Service Building (B305V), Building 306 - Electrical Substation (B306), Building 316 - Electrical Service Building (B316), and Building 317 - Cooling Tower (B317).

1. B302 is one of the first buildings constructed on the Gaithersburg campus and is 60 years old. It produces 150-psi steam and 42°F chilled water for the campus. B302 produces 125-psi compressed air for some buildings on campus.

2. B305 is Cooling Towers CT-1 through CT-8 serving chillers RU-1 through RU-6 in B302.

3. B305V is electrical services for B305 condenser water system.

4. B306 is electrical substation for distribution to the campus. It contains 13.8-kV switchgear connected to three 37.5-MVA PEPCO transformers located to the West of B306.

5. B316 is electrical services for B317 condenser water system.

6. B317 is cooling tower CT-9 serving chiller RU-7 in B302.

purpose This Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) is to acquire Design-Build construction services at NIST's Gaithersburg Campus. These services are for the renovation, expansion, and modernization of the CUP.
