STATEMENT OF WORK (SOW)
Urodynamic Examination and Procedure Chair Eastern Colorado Health Care System (ECHCS) Rocky Mountain Regional VA Medical Center (RMR VAMC) – Aurora, Colorado
1. PURPOSE
The Department of Veterans Affairs (VA), Eastern Colorado Health Care System (ECHCS), requires the procurement of one (1) specialized urodynamic examination and procedure chair for use in the Urology Service at the PFC Floyd K. Lindstrom Clinic. The chair will support diagnostic testing of bladder and urethral function including uroflowmetry, cystometrogram, pressure-flow studies, electromyography, and urethral closure testing.
For reference purposes only, the Schmitz arco-matic 300 M examination chair is cited to describe minimum functional characteristics. Any proposed equal product must meet or exceed all salient characteristics and be fully compatible with clinical workflows without additional Government cost.
2. SCOPE OF WORK
The Contractor shall provide all equipment, accessories, delivery, installation (if required), documentation, warranty, and support necessary for a fully operational urodynamic procedure chair. All components required for full functionality shall be included at no additional cost to the Government.

5. SALIENT CHARACTERISTICS
The following characteristics represent the Government’s minimum needs to safely perform urodynamic testing on patients with varying mobility levels and body habitus.
5.1 Specifically designed for urodynamic/urologic procedures.
5.2 Electrically powered adjustment for height, backrest, seat tilt/pelvic elevation, and leg supports.
5.3 Includes both hand control and foot‑operated control for hands‑free positioning.
5.4 Supports upright seated position for uroflow testing.
5.5 Supports lithotomy positioning for invasive procedures.
5.6 Supports near‑horizontal/supine positioning.
5.7 Maximum entry height not to exceed 22 inches.
5.8Minimum patient weight capacity of 500 pounds.
5.9 Factory‑designed perineal cut‑out suitable for catheterization and uroflowmetry.
5.10 Adjustable leg supports, stirrups, or footrests for lithotomy positioning.
5.11 Compatible funnel holder or equivalent device for urine flow measurement.
5.12 Stable platform during powered movement and invasive testing.
5.13 Medical‑grade cleanable, fluid‑resistant surfaces.
5.14 Operates on standard U.S. hospital electrical power (120 VAC).
5.15 Stand‑alone device; no network connectivity required.
5.16 New, current‑generation equipment; refurbished items not acceptable.
5.17 Manufacturer warranty minimum one year.
6. DELIVERY AND INSTALLATION
6.1 Delivery shall be FOB Destination to Rocky Mountain Regional VA Medical Center, Aurora, Colorado. Installation shall include full system configuration and validation.

6.3 Delivery Hours of Operation: Monday – Friday; 0700hrs – 1500hrs; excluding all Federal Holidays and any other day specifically declared a National Holiday by the President of the United States.

When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by US Government Agencies.
6.4 Installation shall be performed by OEM-certified or OEM-authorized personnel and shall include full system assembly, integration, and configuration.
6.5 Following installation, the contractor shall perform operational and functional verification to confirm clinical readiness.
6.6 Acceptance shall occur after successful installation, verification of functionality, confirmation that all components are delivered, and receipt of required documentation.
6.7 Delivery Markings: Contractor shall deliver items in manufacturer's original sealed containers with manufacturer’s name marked thereon. Deliveries shall be marked with the following information:

7. TRAINING AND DOCUMENTATION
7.1 Documentation
The Contractor shall provide current OEM operation and maintenance manuals for all components.
7.2 Training
Basic operator orientation shall be provided at installation and shall include but not be limited to system operation, safety features, and startup/shutdown procedures.
8. WARRANTY
Contractor shall provide manufacturer warranty covering parts and labor for at least one year. Extended warranty options shall be available.
