Statement of Work Summary: UPS System Supply, Installation, and Commissioning

This Statement of Work (SOW) issued by the U.S. Embassy Nepal Facility Management Office describes the procurement, installation, and commissioning of one 30kVA Tower Uninterruptible Power Supply (UPS) unit with internal battery for the Chancery Building. The background indicates that the existing 20kVA Riello UPS has been non-functional and bypassed for over two years, leaving critical systems vulnerable to power fluctuations and outages. The contractor must provide all labor, materials, equipment, tools, supervision, and transportation to complete the project within 120 days of contract award, with procurement within 60 days and installation/commissioning within 30 days of equipment delivery.

The UPS system must be rated for 400V ±10%, 3-phase, 50Hz input; operate at 1,400 meters elevation; achieve ≥90% efficiency; and support SNMP or RS-232 remote monitoring. Acceptable manufacturers include Eaton 93T or APC Easy UPS 3:3 or approved equivalents. The contractor must conduct pre-installation power quality analysis, verify space requirements at the designated installation location (Closet across from Ground Floor North Wing Electrical Room 1181), assess existing electrical infrastructure, and repair or replace the ventilation fan. Installation must include seismic mounting kits earthquake-rated for the Kathmandu region, proper grounding and bonding, and connection of critical loads. Comprehensive testing includes factory acceptance testing, site acceptance testing with load transfer and redundancy failover verification, battery discharge testing (minimum 5 minutes), and infrared scanning of connections. The contractor must provide on-site training for Facility Management staff covering operation, maintenance, and emergency procedures, plus deliverables including as-built drawings, equipment specifications, warranties (minimum 2 years for UPS units and batteries, 1 year for installation workmanship), operation and maintenance manuals, test reports, spare parts lists, and preventive maintenance schedules. The contract is fixed-price type with payment made 30 days after bill submission. Contractor qualifications require authorization from the UPS manufacturer, minimum 5 years' experience with paralleled UPS systems, three references from similar government or institutional projects, factory-trained technicians, adequate insurance coverage, and compliance with U.S. Embassy security and access requirements. All contractor personnel must obtain appropriate security clearances, attend mandatory safety briefing, and comply with detailed safety requirements including submission of a Safety Plan with Activity Hazard Analyses (AHA) prior to work commencement.
