About this file
This Statement of Work (SOW) details a contract for the Federal Protective Service (FPS) to upfit four existing trailers with specialized aluminum cabinets for the Rapid Protection Force (RPF). The cabinets will be used to securely store law enforcement equipment like shields, firearms, and ammunition, enabling quicker deployment during critical incidents such as mass protests or riot mitigation. The specific requirements include three cabinet configurations per trailer: a three-door cabinet (80"L x 18"W x 40"H), a four-door cabinet (96"L x 18"W x 69"H), and a custom single/double door cabinet designed to store six Armadillo SH001A Long Riot shields.
The cabinets must be manufactured from aluminum with specific design features including extruded frames, polished chrome latches, one-inch double-panel doors, hidden fasteners, and adjustable hinges. Delivery is required within 30 business days to four locations: Grand Prairie, TX; Alexandria, VA; San Diego, CA; and Kansas City, MO. The period of performance is a single one-time purchase to be completed within 365 days from award, with a one-year warranty on all deliverables. The project will be technically managed by the RPF, with critical issues to be addressed within 24 hours of submission.

DEPARTMENT OF HOMELAND SECURITY (DHS)
MANAGEMENT DIRECTORATE (MGMT)
FEDERAL PROTECTIVE SERVICE (FPS)
STATEMENT OF WORK (SOW)
TRAILER CABINETS UPFIT FOR THE RAPID PROTECTION FORCE
1.0 GENERAL
1.1 BACKGROUND
The Federal Protective Service is a federal law enforcement agency responsible for providing integrated security and protective services to over 9,000 federal buildings, properties, and facilities. The Rapid Protection Force (RPF) is a division responsible for responding to imminent threats, critical incidents, natural disasters, and other operations to detect and deter threats against federal facilities and the individuals within.
1.2 PURPOSE
Through operational lessons learned from various deployments, most notably protests in the Pacific Northwest and other locations across the country, RPF has identified a need to upfit existing trailers for improved operational readiness. Trailers will be upfitted with cabinets to provide a secure and efficient method to store shields, firearms, ammunition, and other high-value assets. The cabinets will allow for law enforcement officers to quickly access equipment during critical incidents, reducing deployment delays during emergencies such as mass protests or riot mitigation.
1.3 OBJECTIVE
The objective of this effort is to upfit four (4) existing trailers with cabinets for operational use by the agency.
2.0 SPECIFIC REQUIREMENTS
Existing trailers contain 8.5” x 16’ of interior space. Each trailer will contain three (3) cabinets that must adhere to the following requirements:
• Cabinets should be manufactured using aluminum to reduce weight and increase strength and shall contain:
o extruded aluminum frames with radiused end posts o Polished chrome trigger style latches o One-inch-thick double-panel 3003.063 aluminum cabinet doors o Hidden fasteners for clean appearance o .125″ 5052 aluminum counter tops o Adjustable door hinges o Baked enamel finish o Extruded backsplashes o 3003.063 aluminum cabinet bodies o Inside rear of cabinets must have 90° bend and lip for surface mounting to trailer’s interior walls using panhead screws.
• One (1) three door cabinet with fixed shelves. Dimensions measuring approximately
80”L x 18”W x 40” H for installation over wheel well on driver’s side of trailer.
• One (1) four door cabinet with fixed shelves. Dimensions measuring approximately
96”L x 18”W x 69” H for installation over wheel well on passenger’s side of trailer, rearward of trailer’s pedestrian door.
• One (1) custom single/double door cabinet, to be installed on driver’s side, either forward of, or rear of tall four-door cabinet, designed to store six Armadillo SH001A
Long Riot shields, each measuring 6’ tall, 22” wide.
These shields have a handle on the inside, measuring approximately 6’ deep, which, when stored back-to-back, handle should overlap. (shield will be made available to vendor for cabinet design). This cabinet should be removable and not attached to four-door cabinet.
