About this file
This is a Statement of Objectives for trail and levee tree clearing services at Marais des Cygnes National Wildlife Refuge in Pleasanton, Kansas. The project encompasses vegetation trimming, mulching, and clearing along 20,675 feet of designated trail and access routes within the refuge, with work performed according to treatment types shown on the project map.
The scope of work includes two primary treatment categories: Canopy Trimming (Orange and Yellow line treatments) requiring trimming trees and woody vegetation from ground level to a minimum height of 20 feet above the path, mulching branches and brush up to 25 feet from the center path while protecting designated keep trees, and ensuring all mulched vegetation does not exceed 3 inches in diameter and 18 inches in length; and Total Clearing (Red line treatment) requiring removal and mulching of all vegetation and trees within a 30-foot corridor on each side of the path, with stumps ground below grade or cut flush with the ground. Ground protection requirements mandate avoidance of rutting, soil displacement, puddling, and erosion, with work pausing immediately when conditions become too wet for safe operation. Safety requirements include adherence to safe operating procedures for chainsaws and mulchers, mandatory personal protective equipment (helmets, gloves, eye and ear protection, high-visibility garments, and cut-resistant leg protection), daily tailgate safety briefings, and fire season precautions such as equipment spark arrestors, fire extinguishers on all equipment, and prohibition of operations during red-flag warnings. Environmental requirements include preservation of keep trees, avoidance of wetland and sensitive area damage, prevention of debris entering waterways, and equipment cleaning to prevent invasive species spread. The contractor is provided a 6-month performance window to accommodate weather delays, deer hunting season restrictions, fire season shutdowns, and other operational limitations determined by the refuge manager. Deliverables include daily or weekly work progress reports upon request, before and after photos for each treated segment, verification of corridor widths and vertical clearance compliance, and final inspection with the refuge manager. The refuge headquarters contact is 24141 Kansas Hwy 52, Pleasanton, Kansas 66075, with office phone 913-352-8956 and office hours 8am–4:30pm.
