About this file

This document is a Consolidated Questions & Answers for federal contract solicitation 140FS226Q0177, issued August 19, 2026, by the Fish and Wildlife Service for trail maintenance work at two active refuge projects.

The contract requires one contractor to perform the complete scope of work, including canopy trimming, manual chainsaw work, mulching/grinding, stump grinding or flush cutting, and final cleanup across three treatment categories: Two-Side Canopy Clearing, Two-Side Total Clearing, and One-Side Canopy Clearing. Linear footage measurements for each treatment segment are provided on the project map in the Statement of Work. The period of performance is October 1, 2026 through April 1, 2027. No specific equipment-type or weight restrictions apply, though contractors must avoid rutting, soil displacement, puddling, and erosion, particularly in wet or soft areas. Contractors may submit pricing either as a total firm-fixed price or broken down by treatment category, with award to be firm fixed price. Optional pre-quotation site inspections for both projects are available Wednesday, August 26, 2026, scheduled through Michael Assenmacher (406-366-0537, michael_assenmacher@fws.gov). Wage Determination No. 2015-5105, Revision 28, for Linn County, Kansas applies. No explicit insurance, bonding, or licensing requirements are specified in the solicitation. Contractors may establish staging, fueling, and equipment storage areas in coordination with refuge staff, and mulched vegetation may remain onsite provided it meets specified dimensions and does not obstruct trails, levees, or drainage.
