About this file

This Statement of Work (SOW) details the requirements for a new target retrieval system for the 45th Security Forces Squadron (SFS) Combat Arms Training and Maintenance (CATM) section at Patrick Space Force Base. The project involves replacing an outdated target retrieval system installed in 2012, with a comprehensive new system that includes 10 target retrieval points reaching 75 meters. Each shooting booth must be equipped with bulletproof dividers (compatible with 9x19mm, .40 S&W, 5.56mm, and 12 GA rounds), collapsible barricades, fold-out tables, and magazine storage. The target retrieval system must operate from a single computer in the operations tower, with additional mobile tablet control, and include wireless target sleds with 360-degree rotation capabilities and automated recharging.

Key technical specifications include a one-year warranty, installation within 45 days of contract award, and delivery to 9693 Rescue Road at Patrick Space Force Base. The contractor must use experienced technicians with prior similar project experience, comply with Patrick SFB and OSHA safety standards, and be responsible for all equipment, installation, debris removal, and base access. Work hours are limited to 7:30 AM to 4:30 PM, Monday through Friday, excluding federal holidays. Contact points for coordination are provided, including SSgt Kyle Green, SrA Tuan Nguyen, and SSgt Gregory Tomala from the Space Force installation.

Target Retrieval System

STATEMENT OF WORK

27 February 2025

1. Objective: The 45th SFS CATM section has a current target retrieval system that was installed in 2012 with the initial construction of building 9693 firing range. Over the past 13 years the system has degraded and become outdated and damaged/broken, causing students to walk past the firing line exposing them to the potential hazardous materials located on the range

(ex. Unburnt gun powder/ lead residue). With the installation of a new target retrieval system, weapons classes are reduced in time and alleviate the need for students walking past the firing line and reduce the exposure of potentially hazardous materials.

2. Technical Requirements: This installation will include all parts and installation services to deliver 10 target retrieval points reaching the 75-meter mark with all required equipment needed. These units will meet all specifications listed below in table 2.1.

Table 2.1 Required Equipment

This list is not all inclusive. The retrieval system must be able to run all 10 lanes from one computer at the same time within our tower of operations. Each shooting booth will have bullet proof dividers, fold out barricade, raise up table and storage for weapon magazines. Quotes should include all parts, equipment, installation and removal of all old items, required to deliver a turn-key solution.

2.1.1 Shooting Booths/ Dividers

On all 10 firing points there will dividers on both sides of the student that can withstand impacts from 9x19 mm, .40 S&W, 5.56mm and 12 GA rounds without impeding the view of the instructors or the range tower operator. Each booth will have a collapsible barricade, an attached folding table and a tray/ storage slot for holding weapon magazines. The specifications of these items will be listed below.

a. Shooting booth dividers will be bulletproof for the above listed calibers. Each divider should be close to 49 inches long, 78 inches tall and no more than 4.5 inches wide.

b. Folding tables should be attached within the booth and have the ability to be collapsed and raised as needed and should be similar in size as the current tables. 34 inches long, 15 inches wide and 40 inches from the floor when in the raised position..

c. Folding barricades should be attached within the booth and have the ability to be collapsed and extended as needed with some form of locking/ securing mechanism. The barricades should be close in size to the current barricades. 12 inches wide, 60 inches high and no more than 1 inch thick.

d. Storage tray/ storage slot for weapon magazines should have the ability to hold at least 4 M4 (5.56mm) and 4 M18 (9mm) magazines without impeding the student or weapon system while firing.

2.1.2 Target Retrieval System

Each target retrieval point will have the capability to reach out to 75 meters. The target sled must have the ability to reach 75 meters without being disconnected from the network.

Each target sled and track system will have the capability to withstand impacts from 9x19 mm, .40 S&W, 5.56mm and 12 GA rounds. The target sleds will have the ability to hold a cardboard backer and spin 360 degrees. If the target retrieval sleds are wireless (preferred) they will have the ability to recharge when returned to the “home” position.

2.1.3 Target Retrieval Operating System

The Operating system used to control the target sleds will have the ability to control all 10 target sleds using one computer located in the tower of operations as well as 1 mobile control unit on a tablet. The operating system will also be able to control all functions of the target sled such as spinning the target to the “edge” and “Face” positions. All target sleds will have the ability to be moved individually and all 10 moved at once. Each shooting booth will have its own interface for the student to move their target independently with the preset positions of 1, 7, 15 and 25 meter line as well as the ability to move the target to any distance between 1 and

75 meters as needed.

Table 2.2 Warranty

The target retrieval system will come with a warranty no less than 365 days covering any damages from installation, manufacturing fault or improper setup by the contractor. If the warranty is utilized it will be at no cost to the Government.

3. Delivery and Installation

a. Installation includes delivery, unpacking and removal of packaging materials, set-up/installation and debris removal. Final product shall be delivered, installed and turnkey useable for mission partner no later than 45 days after contract is awarded.
