STATEMENT OF WORK

For

Sierra Vieja Tower Strengthening

1.0 Scope of Work

The purpose of this statement of work includes the strengthening of the Tactical Communications (TACCOM) 80.0’ guyed tower in Fort Davis, TX (Sierra Vieja) (Latitude 30.579821, Longitude -104.706604). The tower is in need of reinforcement of the existing diagonals. Existing diagonals from 0’ to 74’ need additional cross members installed using 5/8” and 7/8” solid round bar for each diagonal on each face. Bar sizes will have to be matched from Tower Repair Report or field verified. The reinforcement is intended to create an X Brace rather than the Z or K Brace currently on the tower. The tower from 74’ to 80’ will need a scab on brace made of bisected pipe for each X Brace. The scab on will result in a solid round bar and pipe composite section with an equivalent diameter of 1 1/8”. All material is to be made of A36 Steel and welded into place using 70 KSI electrodes. All bisected pipe scabs will need to be welded along cuts and plug welds on 36” centers to secure pipe halves into place. The tower reinforcement plan described above must be verified by submitting a reinforcement work plan that provides costs for the GFI tower reinforcement work plan and any contractor/installer proposed reinforcement work plan. All contractor/installer tower reinforcement work plans must effectively reduce the cost or schedule to be considered for approval. Tower reinforcement work plan to be signed, sealed and dated by a registered professional engineer in the state the tower is erected. Tower reinforcement work plan may require a site visit by contractor or installer. It is preferred the tower reinforcement plan be produced by the installer so that the anticipated work will maximize available capability of installation team.

In addition to the reinforcement the tower and site must also be repaired, the repairs include replacement of safety wire restraints with corrosion, spot treatment for corrosion control throughout tower height, tighten/replace mount hardware, reseal feed-line jumper connections to 8 foot grid dish, install new turnbuckle safety cables with 2 Crosby Clamps through the thimbles at all anchors, install locking nut devices on guy wire connections at all locations, install lightning rod and ground lead, install concrete step below shelter doors that provides no more than eight inches in drop between steps, install safety climb device, re-tension guy wires, vegetation control to clear over growth around shelter and anchors, install (4) corner and (2) line posts to delineate limits of propane tank and installation of (4) corner post to delineate guy wire anchor locations for each guy wire anchor . The tower repair does not include replacement or repair of antennas noted in General Repair Report nor fence installation. All repair locations and additional information can be found in General Repair Report.

The contractor will provide labor, travel, permits/application fees, mobilization costs and tools for technicians to travel to Fort Davis, TX to repair and restore the Sierra Vieja tower as described in this SOW. A site condition assessment may be required to gather information to complete an assessment for the tower and adjacent facilities located in Fort Davis, TX. During the site condition assessment, a site survey, and data collection may be required to facilitate production of the tower strengthening and infrastructure repairs as outlined in this SOW. Site survey will be used for the purpose of developing any additions or deletions to this scope associated with the strengthening of the tower system and infrastructure of the existing owned or leased Customs and Border Protection (CBP) properties for the Sierra Vieja site.
