USDA APHIS VS Sanitary Sewer System Investigation NYAIC, Rock Tavern, NY 12639522R0051 Attachment 1

Statement of Work for

Contractor Services June 2022

1.0 PROJECT: Sanitary and Storm Sewer Systems Investigation

2.0 LOCATION: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services New York Animal Import Center (NYAIC), 474 International Blvd. Rock Tavern, NY 12575

3.0 BACKGROUND: NYAIC is an animal quarantine center used to screen birds and hoof stock entering the country. The sewer systems are 40+ years old, over a mile long and portions run under the Stewart International Airport runway. A failure of NYAIC’s sewer systems has immense impact as it could do the following: (1) shut down the entire sewer system for the time required to complete repairs, (2) leak into other systems, (3) potentially shutdown parts of the airport runway while repairs are being performed, and (4) possibly incur governmental and regulatory fines resulting from a sewer system shutdown. To mitigate future problems, Program is proactively seeking an investigation of the sewer lines to ensure problem areas are identified and corrected.

4.0 SCOPE: The purpose of this SOW is to procure contractor services to investigate the entire sewer system for the facility inclusive of 17 manholes to ascertain infiltration, corrosion, and structural integrity of the system. Sewer scope inspection shall identify any damage to the pipes, blockages, and other problems. It also will identify potential problem areas before they develop into serious issues or hazards. The word “provide(s)” as mentioned in this SOW means to provide and install.

4.1 Meet with USDA employees [e.g., Facility Operations Specialist (FOS), Contracting Officer (CO), etc.] to ascertain a clear understanding of the project guidelines and scope; location of underground obstructions, piping or equipment; boundaries; and to address any site security concerns. Contractor shall furnish all plant, labor, materials, services, and equipment, etc. to effectuate completion of this project.

4.2 Inspect the sanitary and storm sewer system, including manholes, serving the facility. Utilize infiltration sensors, cameras, drones, GIS mapping, etc., to inspect and locate the main and lateral sewer system lines including any adjacent manholes. Deliverables:

a. Video-record the existing piping and tie-ins to determine if lines are clear, free of defects, leaks or cracks, bumps, settling, damage, foundation problems, roots/green patches, insect/rodent infestation, etc. Provide two copies of the video to the FOS that document the sewer system.

b. Provide insight into the following: general condition, asset inventory, inflow and infiltration (I/I), and hydrogen sulfide corrosion. Analyze data and provide recommendations for repairs and/or other corrective action. Submit a detailed report inclusive of photos of each manhole, drawings, etc. to detail existing conditions, blockages, areas of deterioration, type of pipe, and/or defects, etc. in the system. The report shall include photos for each manhole. Provide a 360-degree panoramic view of each manhole. Report should address the following:

· Manhole identification number

· Depth

· Diameter

· Rim elevation

· Invert elevation

· Construction material

· Apron condition

· Evidence of discharge

c. Generate a site plan and sewer line profile to identify manhole locations and sewer line routes.

d. Include a cost estimate for recommended repairs for both the sewer line and manhole.

4.3 NYAIC will remain fully operational during the investigative period. Coordinate with the Government to minimize conflicts and any required downtime. Coordinate with the Stewart International Airport for runway access.

4.5 Contractor is responsible for locating existing utilities at the facility prior to commencing project. Contractor will assume all responsibilities if damage occurs resulting from failure to properly identify site utilities in the project work zone. Utilities that are damaged either above ground or below grade shall be repaired/restored at no cost to the Government.

4.6 Infrastructure i.e., buildings, fences, driveways, roads, sidewalks, etc. damaged during the investigation process will be repaired at no cost to the Government and to the satisfaction of the FOS. Protect work of other trades against damage during the investigative procedure. Correct damage to work of other trades by cleaning, repairing, replacing, and refinishing as approved by a Trade Professional and leave in an undamaged condition.

4.7 Provide a minimum of five days’ notice before any utility or program system is shutdown or de-energized. Coordinate any shutdown with the Government to preclude interference with the daily facility operations.

4.8 Contractor shall identify access points and maintain a clean site for project duration. Maintain all debris in covered containers. Utilize drop cloths as appropriate.

At project completion, clean the area(s) to remove any dirt, dust, and debris. Contractor shall remove at their expense all debris from the site. Restore area(s) to the same level of cleanliness or better prior to the start of the investigative process.

4.9 Contractor shall ensure site conformance and investigative processes meet or exceed Occupational Safety and Health Administration (OSHA) standards.

4.10 Contractor shall at a minimum possess NASSCO’s PACP certification—Pipeline Assessment Certification Program.

4.11 Provide a Safety Plan and Quality Assurance/Quality Control (QA/QC) Plan for Government review and acceptance. QA/QC plan should address how project phasing is implemented to minimize impact to current operations.

4.12 Utilities that have been disconnected shall be reconnected to ensure functionality. Contractor shall submit testing data and written documentation stating that the entire system is functioning correctly per the design requirements and the manufacturer’s recommendations.

5.0 PROJECT DATA: All available as-builts or record drawings such as site survey and/or aerial plan, floor plan, site utility plan, etc., shall be provided to the Contractor at the kickoff meeting. Drawings provided by the Government are conceptual in nature only and shall be confirmed by the Contractor in the field. Record drawings may or may not contain utility survey data.
