Project NTDP Security System
General Information
1.0 Scope of Work
This project is for the supply, install, test, and commission of a high-quality IP-CCTV surveillance system and corresponding software for the National Technology and Development Program – Missoula building. The entire system shall conform to the technical specifications (or suitable substitutes approved by CO/COR) found in Appendix A. Training for USFS employees shall be provided after replacement is complete and testing/commissioning have occurred. Any applicable Operation and Maintenance documentation for new equipment shall be provided prior to contract completion. All installations must be in compliance with all applicable codes.
2.0 Background
There is a need to replace the existing CCTV system at the Missoula NTDP building. The existing system is an analog-type system installed approximately 23 years ago. Recently a neighboring FS compound had multiple vehicles and one facility broken into. One of the cameras at NTDP captured the perpetrators but the age of the equipment and the low resolution meant that FS Law Enforcement Officers said deemed it unusable. FS Law Enforcement also requested that any new system be usable in low illumination environments as well as have “smart bookmarking” capabilities to assist in reviewing footage. The NTDP compound contains many high-value items as well occasional sensitive materials located within the facility and the attached gated yard.
Contractor Requirements
3.0 Technical Requirements / Tasks
Tasks
• Removal of old CCTV surveillance system and installation of new system
• Integrated testing and commissioning of CCTV system
• Training on new equipment
Cleanliness and Workmanship
Project site shall be cleaned up prior to the end of each day and maintained in a neat and orderly manner. All excess materials, debris, and rubbish become the property of the Contractor and shall be removed daily unless otherwise approved by the Contracting Officer (CO).
CO and Contracting Officers Representative (COR) shall be sole judge of workmen-like manner and workmanship.
CO and COR shall use industry standards as basis for judgment of workmanship.
Field Verification Contractor shall field verify all existing conditions affecting the work of this contract prior to bid, ordering products and/or starting work.
Site Visit A site visit is highly advisable.
4.0 Government Furnished
On-site Facilities: Electricity, water, and sanitary facilities are available at the sites at no cost to the contractor.
Performance Period: Work will be completed Monday-Friday between 8:00 am and 5:00 pm unless otherwise approved by CO.
5.0 Deliverables / Schedule
Schedule: Prior to starting work, submit the following items:
• Schedule showing anticipated start and completion dates for work items.
• Installation drawing
• Power distribution scheme
• Specifications and data sheet for each item
• List of software and software licenses
Prior to closing contract, submit the following items:
• Test certificates, internal test reports, etc.
Please coordinate specifics with COR a minimum of 10 workdays prior to anticipate start date. Deliverables are below:
