1. Do you have any specific requirements regarding the networking equipment to be u�lized for the CCTV upgrade?

Answer: No requirements outside of SOW and Appendix A

2. Are there any building schema�cs (Interior and Exterior) accessible for this CCTV upgrade project?

Answer: Building schema�cs available onsite.

3. Is this CCTV upgrade a one-to-one replacement, or will it involve new camera installa�ons? If new cameras are required, do you have a diagram showing where these new cameras will be installed?

Answer: This is a one-to-one replacement. No new camera loca�ons are required.

4. For this CCTV upgrade, will there be a need for conduit installa�ons, or are there exis�ng pathways available for the cable?

Answer: No new conduit required. Exis�ng pathways should be used.

5. To ensure the appropriate selec�on of cameras for the upgrade, could you please provide the field of view (FOV) and focal length requirements for the cameras?

Answer: Preferred cameras found in Appendix A. If other cameras are recommended by contractor, specs should be similar and must be approved by CO and COR.

6. What is the expected dura�on for the system to retain recordings before they are overwriten?

Answer: Three (3) months

7. Is it necessary to provide spare equipment for this CCTV upgrade and if required what percentage of installed equipment will need to be provided?

Answer: No spare equipment outside of the numbers included in Appendix A is provided

8. In this project, who will be tasked with handling the documenta�on and disposal of the exis�ng CCTV equipment?

9. Is there an onsite electrical department available to provide electrical drops if they are required for this CCTV upgrade project?

Answer: No electrical department is available onsite but no electrical drops are projected to be needed.

10. Is TAA compliance necessary for the CCTV devices and network devices, considering that the US Forest Service is a federal agency?

Answer: Yes, the products do have to be NDAA and TAA compliant

11. Will the system need to be viewed from a centralized loca�on outside of the Missoula Technology and Development Center (MTDC)?

Answer: No

12. SOW 5.0 Deliverables/Schedule requiring Installa�on drawings. Will the Government be providing As-built drawings in AutoCAD format prior to star�ng work?

Answer: An installa�on drawing will no longer be required for this requirement.

13. (viii) 52.212-1 Instruc�ons to Offerors. Item 3) and Item 5) deadline �mes state Pacific Time (PT) while Item 4) states MDT (Mountain). Can the government clarify the �me zone for the submission deadlines?

Answer: The submission deadlines are all in Pacific Time since contrac�ng specialist is in that �me zone. And the site visit will be MDT (Mountain) Time since the requiring office is in that �me zone.

14. (Appendix A) VOCMRPS, third bullet states "The so�ware must not have operator seat based licensing. It must allow for any number of user seats/installa�ons on the IP video network to be added for future scalability at no management so�ware cost or licensing cost." Can the government clarify on licensing cost if it is intended that the solu�on to be scalable without addi�onal licensing cost for addi�onal users?

Answer: This is to ensure that the VOCMRPS is scalable to more cameras in the future if that becomes a need without any addi�onal so�ware cost.

15. (SOW and Appendix A) SOW 10.0 Sec�on 508 states "System must be a closed system and only accessible internally from the building. It must not connect to the FS network or be accessible via remote means." while Appendix A states "- Remote maintenance of IP Video components.".

Can the Government clarify the conflic�ng specifica�ons between the SOW and Appendix A?

Answer: This should be a closed system not on the USFS network. The SOW should be followed rather than Appendix A.

16. Can the Government provide a current layout drawing/site plan to iden�fy loca�ons of cameras and head-ends, with iden�fica�on of exis�ng wire pathways (such as conduit) available for possible re-use?

Answer: Please make your request for this item with contrac�ng specialist at juan.tapia@usda.gov. A diagram will be made available to contractors that request it.

17. Will the Government allow addi�onal ques�ons, should the site visit raise addi�onal ques�ons?

Answer: Yes, those ques�ons will be submited to the contrac�ng specialist, answered by the customer, and posted via SAM.gov for all contractors to see.

18. SOW 5.0 Deliverables/Schedule - Closing contract submitals requires submital of: "test cer�ficates, internal test reports, etc." Can the Government provide a complete list of required submitals?

Answer: This should include any tes�ng/condi�oning reports or cer�ficates that the system produces when verifying func�onality. This is dependent on the system that is being installed.

19. Appendix A: states "The manufacturer supplied management so�ware pack should be on open pla�orm/standard media player". Can the Government clarify what is meant by "open pla�orm"?

Answer: The so�ware program should have free adoptability (edi�ng func�onality) without having to go back to the original so�ware producer to get the desired func�onality.

20. Appendix A: states "The manufacturer supplied management so�ware pack should be on open pla�orm/standard media player". Can the Government clarify what is meant by "standard media player"?

Answer: Standard media in this instance is referring to standard media files such as .avi, .mp4, .mkv, .avi, .wmv, .mov, etc. The purpose of this statement is to ensure that file types are not saved in a way that is not easily accessible on a standard USFS computer.

21. Appendix A: "Automa�c search of components of proposed system on the network. They can be Cameras, Monitors, Alarm panels, NVRs." Can the Government clarify what is meant by "automa�c search"?

Answer: The “automa�c search of components” should check what is currently connected to the system without having to manually add components (i.e. cameras) if connec�on is lost and then restored.

22. Can the Government provide a current set of building drawings to iden�fy loca�ons of cameras and NVRs?

Answer: Please make your request for this item with contrac�ng specialist at juan.tapia@usda.gov. A diagram will be made available to contractors that request it.
