About this file
This is a Statement of Work (SOW) for the Department of the Air Force, 319th Civil Engineer Squadron (CES), dated 15 July 2026, for the repair and modernization of runway lighting infrastructure by converting from halogen to LED fixtures.
The project objective is to procure a fully FAA-compliant, unified Light Emitting Diode (LED) runway fixture system to eliminate mixed-technology operational risks and establish a standardized, efficient end state. Current halogen fixtures are deteriorating with unavailable replacement parts, creating airfield closure risk during low visibility conditions. Converting to LED will generate approximately $10,000 in annual energy cost savings. The contractor must provide 1,070 lighting fixtures and components across nine distinct categories, including 100 inset approach lights (clear), 160 runway threshold lights (red, green, and green/red combinations), 165 high-intensity runway edge lights (white/yellow, yellow/white, and white/white), 15 runway edge lights for inset installation (yellow/white and white/white), and 475 isolation transformers in two configurations (300 units rated 6.6A 65W and 175 units rated 6.6A 30W/45W). All lights must meet FAA Advisory Circular standards. Specific exclusions include arctic kits and infrared options. The delivery timeframe is within 16 weeks of contract award. Government-furnished items, equipment, and services are not applicable. Points of contact include a Customer Representative and an Invoice Reviewer in Wide Area Work Flow.

Statement of Work
Rpr Runway Lighting to LED
CUI
Department of the Air Force for the
319 CES
15 July 2026
1.0 BACKGROUND
Current fixtures are deteriorating and becoming more troublesome, replacement parts for the halogen fixtures are not readily available as industry standard is switching to the LED version.
Not repairing the fixtures will lead to complete failure which will result in airfield closure during low visibility. Completing this project and changing to LED will save the base an average of $10k in energy costs per year.
2.0 OBJECTIVES
This purchase will completely modernize the runway edge lighting infrastructure by procuring a fully FAA-compliant, unified Light Emitting Diode (LED) runway fixture system, eliminating mixed-technology operational risks, and establishing a highly efficient, standardized end state.
