About this file

This is a Scope of Work document for a roof replacement construction project at the Wilmington VA Medical Center in Wilmington, Delaware (1601 Kirkwood Highway, 19805).

The project requires professional construction services to remove and replace roofing systems on four roofs: Building 1 Roof 3D, Physical Therapy Roof, Roof 10, and Roof 11. The contractor must provide all labor, transportation, materials, equipment, and supervision. Specific work includes complete demolition and removal of existing roofing materials and insulation to expose the decking, proper disposal of demolition waste per Construction Waste Management standards (01 74 19), and preparation of steel decking and brick walls. The contractor must repair all roof drains to original interior diameter specifications (insertable retrofit drains are unacceptable), ensure proper roof slope to prevent water pooling, and install 60 Mil. Elevate RubberGard™ EPDM LS-FR Low-Slope Fire Retardant white roofing material or equivalent with flat tapered insulation and HD cover board. Installation must meet high wind zone design requirements, and all weather-tight components must be warranted against leaks for a minimum of 20 years. The contractor must also install new pipe collars and pipe flashing around existing pipe penetrations and provide before, during, and after construction photographs. Underlying metal roof decking will be inspected during demolition, with any deteriorated or structurally compromised decking requiring immediate COR notification and written authorization prior to replacement. Work hours are Monday through Friday, 7:00 AM to 5:00 PM, with coordination required through the Contracting Officer's Representative (COR). The contractor must submit daily logs, pictures, and work documentation. All roofing materials require approval through a formal submittal process consolidated in an Excel spreadsheet by specification section. Personnel must be technically qualified, speak English (supervisor requirement), maintain valid driver licenses, and comply with all applicable EOSH requirements including OSHA standards. The contractor is liable for all damages to government property and must maintain free access to facility emergency services in accordance with NFPA 241.
