About this file
This is a Statement of Work (SOW) for procurement of a robotic lift system by the Federal Aviation Administration (FAA).
The FAA seeks to identify and procure a robotic lift system capable of safely and efficiently lifting, positioning, rotating, and maneuvering portable shelter units used in FAA logistics and infrastructure support operations. The system must be operable by a maximum of two personnel and utilize rechargeable battery-powered operation. Minimum technical requirements include an 18,750-pound lifting capacity, at least six inches of vertical lift capability, remote-control functionality, and 360-degree rotational movement. The system must accommodate rectangular portable shelter units ranging from 10 feet by 16 feet to 12 feet by 24 feet. The contractor shall provide technical specifications, equipment brochures, preventive maintenance plans, warranty documentation, training program documentation, safety certifications, and pricing for equipment and training. Required technical information includes electrical requirements for operation and charging, recommended preventive maintenance intervals, warranty coverage details, operator certification requirements, training program descriptions with recommended frequency, identification of proprietary versus commercially available parts and batteries, and all applicable safety features and certifications.
The SOW includes optional deliverables for preventive maintenance, corrective maintenance, and emergency services, with separate pricing required for optional items. The contractor must be available to conduct an on-site, no-cost, no-obligation demonstration prior to award consideration. Services shall be performed at FAA facilities identified in individual service requests, with the Contracting Officer's Representative responsible for reviewing and accepting deliverables upon completion. The SOW does not specify response dates, award dates, or pricing terms.

Statement of Work (SOW) Robotic Lift System for the
Federal Aviation Administration (FAA)
1.0 Background
AJW-L has achieved significant success in the preparation, integration, and shipment of portable shelters supporting a wide range of FAA and customer mission requirements throughout the Continental United States (CONUS) and beyond. Since the program’s inception, AJW-L has delivered hundreds of shelters in support of critical FAA programs, including the National Airspace System Infrastructure (NASI), Unstaffed Infrastructure
Sustainment (UIS), Runway Status Lights (RWSL), and Power Systems Group (PSG), as well as numerous regional reimbursable projects, international customers, and military service partners. Building upon this proven track record, AJW-L continues to play a key role in supporting the FAA’s modernization efforts, including the Brand-New Air
Traffic Control System (BNATCS)—the FAA’s largest infrastructure modernization initiative since the advent of commercial aviation—by providing the shelter solutions and logistics expertise necessary to support evolving National Airspace System requirements.
2.0 Objective
The objective of this requirement is to identify and procure a robotic lift system capable of safely and efficiently lifting, positioning, rotating, and maneuvering portable shelter units utilized in FAA logistics and infrastructure support operations. The desired solution should be operable by no more than two personnel, utilize rechargeable battery-powered operation, provide a minimum lifting capacity of 18,750 pounds, offer at least six (6) inches of lift capability, include remote-control functionality, and provide 360-degree rotational movement. The system must be capable of accommodating rectangular portable shelter units ranging in size from 10 feet by 16 feet to 12 feet by 24 feet.
3.0 Scope of Work
The contractor shall provide a robotic lift system and all associated equipment, training, documentation, and support necessary to safely lift, position, rotate, and maneuver portable shelter units ranging from 10 feet by 16 feet to 12 feet by 24 feet and weighing up to at least 18,750 pounds. The system shall be designed for safe operation by a maximum of two personnel and include rechargeable battery-powered operation, remote-control functionality, a minimum of six (6) inches of lift capability, and 360-degree rotational movement. The contractor shall furnish all required operating manuals, warranty information, preventive maintenance documentation, safety certifications, and technical specifications, including electrical requirements for operation and charging.
Additionally, the contractor shall provide pricing for operator training with at least one unit, identify any certification requirements for operators, describe the training program and recommended training frequency, and provide information regarding the availability of replacement batteries, parts, and maintenance support. Prior to award consideration, the contractor shall be capable of conducting an on-site, no-cost, no-obligation demonstration of the proposed system to validate operational capabilities and suitability for FAA shelter handling requirements.
4.0 Technical Requirements
The Contractor shall provide a robotic lift system capable of safely lifting, positioning, and rotating portable shelter units. The proposed equipment shall meet or exceed the following minimum requirements:
4.1 Minimum Equipment Requirements
The robotic lift system shall:
1. Be operable by a maximum of two (2) personnel.
2. Utilize rechargeable battery power and identify expected battery life under normal operating conditions.
3. Provide a minimum vertical lift capability of six (6) inches.
4. Include a remote-control operating system.
5. Provide 360-degree rotational capability.
6. Accommodate rectangular portable shelter units ranging in size from:
o 10 feet x 16 feet, up to o 12 feet x 24 feet.
7. Provide a minimum lifting capacity of 18,750 pounds.
8. Include operator training pricing with the proposed equipment.
9. Be available for an on-site demonstration at no cost and with no obligation to purchase.
4.2 Required Technical Information
The Contractor shall provide the following information with its proposal:
1. Electrical requirements for operation and battery charging.
2. Recommended preventive maintenance plan and maintenance intervals.
3. Warranty coverage, duration, and limitations.
4. Identification of any operator certification or licensing requirements.
5. Description of available training programs, including recommended training frequency and refresher requirements.
