This is a Statement of Work (SOW) prepared by Norfolk Naval Shipyard for cleaning and emptying Engineered Safeguards Diesel-Generator Fuel Oil Storage Tanks aboard a Moored Training Ship (MTS) S5W Class submarine located at Nuclear Power Training Unit (NPTU) in Goose Creek, South Carolina.

The contractor is responsible for emptying and cleaning the PORT (forward) and STBD (aft) EDO Fuel Tanks in accordance with IPI 0176-452 and local procedures. Specific contractor tasks include: pumping down both tanks and removing approximately 10,000 gallons from the PORT tank and 5,000 gallons from the STBD tank with offsite disposal; cleaning tanks to "Gas Free" certified condition safe for entry and visual inspection; removing sludge, particulate matter, and loosely adhered paint with special attention to structural pockets and niches; disposing of all solid and liquid waste including wastewater, sludge, and oily rags; providing sufficient ventilation to mitigate fumes; and providing gas-free certification services. The contractor must submit technical work documents and Material Safety Data Sheets (MSDS) to NNSY Engineering Codes 255 and 246 at least five to seven days prior to work initiation. All contractor personnel require United States citizenship, a Department of Defense final-adjudicated secret-level security clearance, and DBIDS credentials for base access. The work must comply with Federal and State OSHA requirements, NNSY OSHE Program Manual standards, and applicable security protocols including prohibitions on portable electronic devices in submarine spaces and restrictions on classified information access. NNSY will provide tank manhole opening and closing, temporary tank covers, interference removal, post-cleaning tank testing, submarine orientation training, and assignment of a Tank Area Manager and Contracting Officer's Representative. The place of performance is NPTU in Goose Creek, South Carolina, with tanks to be worked sequentially rather than simultaneously to maintain diesel generator fuel access. Key NNSY points of contact include Technical POC Matthew Bass (843-794-5094) and Invoice Certifier Marissa Murchison (843-794-5086).
