About this file

This is a revised Scope of Work document for the South Carolina Department of Agriculture (SCDA) establishing comprehensive HVAC preventative maintenance and repair services across four facility locations at the Columbia State Farmers Market. The scope covers quarterly maintenance inspections, annual services, emergency repairs, and computer system software maintenance for HVAC units at the Consumer Protection Division Laboratory, Metrology Laboratory, State Farmers Market Administrative and Market Buildings, and Phillips Market Center with Inspection & Produce Safety Building. Quarterly preventative maintenance must be provided every ninety days and include detailed inspections of refrigeration systems, controls, air filters, coils, and associated components. The contractor must respond to emergency repair requests within twelve hours of notification during normal business hours (8:00 AM–5:00 PM, Monday–Friday), with a maximum two-hour repair response time under normal circumstances. Annual services include cleaning of evaporator and condenser coils and inspection/replacement of VAV filters. All maintenance activities require detailed service reports submitted to facility management within five working days, with emergency repair reports due within fifteen days.

The contractor assumes full responsibility for all travel expenses, labor, general supplies, parts, components, and tools necessary to perform contracted services. The contractor is not responsible for repairs resulting from fire, hail, flood, vandalism, or vehicular damage. Specific sections require the contractor to maintain current qualifying computer system software licenses authorized by Trane Inc. (for the Consumer Protection Division Laboratory and Phillips Market Center) and Control Management, Inc. (for the Metrology Laboratory), enabling online system monitoring and remote problem resolution capabilities. Facility access is provided during normal business hours as needed, with the understanding that all HVAC units are accepted on an "as is" basis. The document was revised effective October 1, 2020, with all previous versions superseded and removed from the electronic solicitation file.
