About this file

This is Amendment #2 to an Invitation for Bid issued by the South Carolina Department of Agriculture for HVAC quarterly preventive maintenance services across multiple state facilities. The solicitation encompasses four buildings: the CPD Lab (16 VAVs), Metrology Lab (VAVs number unknown), Phillips Market Center (12 VAVs), and the PMC facility, with services including filter changes, equipment inspections, controller checks, safety control operations, and temperature sensor recalibration as needed. The pre-bid/site visit conference was held on September 21, 2020, at 2:00 PM at the SC Department of Agriculture, Columbia Farmers Market, 123 Ballard Court West, Columbia, SC 29172. The initial bid submission deadline of October 5, 2020, was extended to October 19, 2020, at 2:00 PM via online submission at http://www.procurement.sc.gov. The award posting date was similarly extended from October 8, 2020, to October 22, 2020. The contract term is 60 months (5 years), with pricing structured as quarterly preventive maintenance rates converted to monthly rates and multiplied across the full 60-month period.

Bidders must submit a single copy of their offer on the designated online portal and acknowledge receipt of all amendments. Offerors must provide a signed cover page and are required to hold their offers open for a minimum of thirty calendar days after the opening date. The amendment clarifies that the CMI software has been removed from pricing requirements but addresses the inclusion of Trane software licensing costs if necessary for continued onsite monitoring. An equipment list (Attachment B) was provided with the amendment to serve as reference material, with the caveat that some equipment may no longer exist or new equipment may have been added. The solicitation includes provisions for in-state vendor preferences under South Carolina Code Section 11-35-1524 and requires offerors to carefully verify qualification requirements before claiming any applicable preferences.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES

MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR

CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-

ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW.

THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE

QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-

REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION.

QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE”

DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE

SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION

EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL

PROVISON. STRICKEN TEXT IS DELETED.

The purpose of this amendment is to address questions received from the vendor community, replace

Attachment A with SOW_Revised version, publish Attachment B (Equipment List), and to extend the bid submission/opening date from 10/5/2020 to 10/19/2020 as well as extending the intent to award posting date from 10/08/2020 to 10/22/2020.

The following questions were received from the vendor community, the agency’s answers are in red text immediately following the question.

1. Will Trane sell a license to the awarded contractor? That will be responsibility of bidder to inquire from

Trane if license is necessary to obtain to continue onsite monitoring by SCDA personnel and winner of bid.

2. Should a number be included in the proposal for both CMI and Trane Inc. computer system software, per Section 1 and Section 2 of the IFB? The CMI is hereby being removed from Section 2 of the SOW and bidders shall not include a price as part of their submission.

Yes, if necessary, bidders shall account for the cost to acquire the necessary license from Trane for the

Tracer Summit systems located in the CPD Lab (Section 1 of SOW) and the PMC (Section 4 of SOW) to continue onsite monitoring by SCDA personnel and winner of bid.

3. Can you provide the number of VAV’s:

a. CDPL building and how often are the filters to be changed? 16 VAVs that shall be inspected and changed annually.

b. Metrology Lab and how often are the filters to be changed? The number of VAVs is currently unknown, shall be inspected and changed annually.

c. Phillips Market Center and how often are the filters to be changed? 12 VAVs that shall be inspected and changed annually.

4. Are there any HEPA filters? If so, how many and what size(s)? Not aware of any in CPD Lab (SOW

Section 1). The Metrology Lab (SOW Section 2) does have HEPA filters, number of filters and their sizes are unknown at this time.

5. Can you provide an equipment list with the amendment, even though some equipment may no longer exist and/or addition of new equipment? This would be great to have as a reference. Please see the newly added attachment B, Equipment list. The attachment will have the current equipment list for each SOW section.

6. This was explained during the pre-bid, but can you add to the amendment how the unit price should be submitted regarding the 60 months? The bidder’s unit price must be their quarterly (3 month) PM price divided into a monthly price. The monthly price will be multiplied by 60 months to achieve a total extended 60-month (5 year) contract price.

7. Are the phoenix controls venturi valves, as part of the fume hood system, to be included in the service contract? Yes Will these need to be inspected for questionable or broken components? Yes

8. Will the phoenix controls temperature sensors in the labs need to be checked and recalibrated as part of the contract? Yes, if needed during inspection.

9. Will the controllers mounted on the phoenix controls venturi valves need to be checked for proper wiring connections as part of this contract? Yes

10. Will the operation of the safety controls on the fume hood phoenix controls equipment need to be included in this contract? Yes
