About this file

This is a Statement of Work (SOW) for a flooring replacement project at VA Northern California Health Care System (VANCHCS) McClellan campus, Project #612A4-27-020.

The contractor must replace flooring, stair treads, and wall bases across three McClellan buildings totaling approximately 43,008 square feet of flooring, 750 square feet of stair treads, and 9,610 linear feet of wall base. Work locations include McClellan VA Clinic Building 98 (5342 Dudley Boulevard), Administrative Building 209 (3230 Peacekeeper Way), and Administrative Building 949 (3401 Beech St), all in McClellan Park, California 95652. The contractor must furnish all labor, materials, demolition services, asbestos-contaminated materials (ACM) survey and abatement, and installation. A certified asbestos inspector must examine and test suspected work areas, particularly in Building 209 where ACM has been reported; past asbestos reports from 1996 and 2017 are provided as reference. The contractor must remove and install new accessories including subfloors, carpet tack strips, carpet padding, and vinyl/rubber adhesive. All work must be completed within 120 calendar days from notice to proceed.

Work shall be performed during normal hours (7:30 AM to 4:00 PM, Monday through Friday, excluding holidays), except for ACM abatement, construction work blocking multiple exit routes, or when VA furnishings and staff must be relocated, which requires three working days' advance notice to the Contracting Officer's Representative (COR). The contractor assumes no staging areas are available on-site, assumes no contractor employee parking in patient areas, and is responsible for disposing of all demolished components. The contractor must coordinate with the COR on project phasing, ensure VA administrative staff access throughout construction, and maintain responsibility for all employees, subcontractors, and agents. Records management requirements apply to all contractor-created federal records, with strict compliance required under the Federal Records Act and NARA regulations, including VHA-provided training for all contractor employees handling records.
