STATEMENT OF WORK
FOR
PREVENTATIVE MAINTENANCE OF RECYCLING CENTER EQUIPMENT OWNED BY
THE JOINT BASE SAN ANTONIO (JBSA)
QUALIFIED RECYCLING PROGRAM (QRP)
28 August 2025
1. DESCRIPTION OF SERVICES. The contractor shall provide all tools, labor, management, materials and transportation necessary to perform preventative maintenance (PM) of recycling center equipment owned by the Joint Base San Antonio (JBSA) Qualified Recycling Program (QRP). The three JBSA QRP Recycling Centers are located at JBSA-Lackland, JBSA-Ft Sam Houston, and JBSA- Randolph; location details are provided in Appendix A.
2. SCOPE OF SERVICES
The Service Provider agrees to provide the following services for the JBSA QRP Recycling Center equipment that is listed in Appendix B.
2.1. Preventative Maintenance: The Service Provider shall conduct routine Preventative Maintenance (PM) on all equipment specified in Appendix B. All maintenance activities must adhere to the latest manufacturer specifications and recommendations applicable to each piece of equipment. Preventative Maintenance shall encompass all procedures outlined in the respective owner/user manuals provided by the manufacturers, not including the daily and monthly PM that will be performed by QRP staff. This includes, but is not limited to, thorough inspections, cleaning, lubrication, and necessary adjustments to ensure optimal performance, minimize the risk of injury, and prevent equipment failure. Upon completion of maintenance, all equipment must be fully operational and safe for use.
2.2. Repairs/Replacements: Identification of any equipment malfunction found during scheduled preventative maintenance visits. If the Service Provider finds an existing malfunction or notices any portion of the system is likely to malfunction, the Service Provider shall bring that to the attention of the QRP and include details in the service order/invoice. All repairs that are not part of regularly scheduled PM, as outlined in the manufacturer instructions/specifications, should be identified during the contractor’s assessment and reported back to the Government for action. Contractor shall report all equipment/items and the amount of labor hours required for the repair. The government will then find an alternate avenue to complete repairs.
2.3. The Service Provider shall supply all parts and materials as required for preventative maintenance of the Equipment. All parts supplied by the Service Provider shall be of new, original, or equivalent quality, unless otherwise agreed upon in writing (email is sufficient) by the Parties.
All repairs are covered with standard industry warranty from date of installation. If items become defective within that standard time frame, the contractor will be required to return and replace at no additional cost to the Government.
2.4. Contractors will provide training to QRP staff on appropriate daily and weekly PM tasks that staff should be performing, so the equipment functions at its best and QRP staff know the limits of what they should be doing and what should be left to the contractors. Training is expected to take no more than one hour per piece of equipment.
3. SERVICE PROVIDER'S PERSONNEL
3.1. All services will be performed by the Service Provider’s qualified personnel, who have the necessary training, expertise, and experience (and certification where necessary) to inspect, maintain, and repair the Equipment.
3.2. Per service call, the Service Provider’s personnel shall notify the QRP Operations Supervisor on site when arriving for a job and before beginning any inspections or work. At the end of each service call, the Service Provider shall give at least a brief description of the equipment status, service status, and future service/parts needs to the QRP Operations Supervisor or COR before leaving the Recycling Center. This shall be followed by a written report, which may be on a work order/service ticket, on an invoice, or via separate email.
4. PLACEMENT OF CALL/JOB ORDERS/SERVICE CALLS/SERVICE REQUESTS
4.1. Performance of services shall be accomplished by service request issued against the BPA. Each service call will be assigned a number and issued to the Service Provider by authorized individual(s) designated by the CO.
