About this file

This is a Statement of Work for a 7-month service contract with the South Texas VA Medical Center (STVHCS) to maintain and repair two government-owned Osmo Pro Osmol systems (Serial Numbers 20070807A and 20070808A). The period of performance is December 8, 2026 through July 8, 2027. The Osmo Pro systems measure osmolality—the concentration of dissolved particles such as sodium, potassium, chloride, and glucose—to evaluate electrolyte balance, assess kidney function, detect toxins, and diagnose hormone issues.

The contractor must meet specific technical requirements including: providing proof of authorization from Advanced Instruments to service the specified systems; delivering one annual onsite preventative maintenance visit; performing onsite repairs with all parts included at no additional cost; offering unlimited 24/7 phone support; providing a loaner instrument if both systems cannot be repaired the same day; and guaranteeing same-day service if both instruments are down. Services will be performed at the Core Laboratory Department within the Pathology and Laboratory Medicine Service. The contractor must comply with American Association of Blood Banks (AABB) and College of American Pathologists (CAP) accreditation policies, as well as all applicable Federal, State, and Government laws required by the Veterans Healthcare System and VHA Handbook 1106.1. The contractor may not perform inherently governmental functions, access VA Desktop computers or online resources, access protected Patient Health Information (PHI), or remove memory storage devices from VA custody.
