About this file

This is a Statement of Work (SOW) for the procurement and delivery of an Optical Coherence Tomography (OCT) System to the Bakersfield VA Clinic within VA Greater Los Angeles Healthcare System located at 900 Old River Road, Bakersfield, CA 93311.

The Government seeks one OCT system with integrated diagnostic and imaging capabilities for ophthalmology services. The system must include core technologies (confocal scanning laser ophthalmoscopy, spectral domain OCT, active eye tracking, noise reduction, and auto rescan) and multimodal imaging capabilities for retina, glaucoma, and infrared-reflectance imaging. Technical specifications include dual light sources (IR laser 815 nm and OCT-SLD 880 nm), standard objective lenses with 30° × 30° scan field and up to 100-image averaging, widefield imaging at 55° visual angle, and ultra-widefield imaging at 102-135° with digital resolution of approximately 20 µm/pixel. For OCT retinal imaging, the system must deliver A-scan rates of 85-125 kHz with 3.9 µm axial resolution and 5.7 µm lateral resolution. The equipment must also support anterior segment OCT imaging, OCTA technology with 85-125 kHz capability, widefield imaging modules providing 55° or greater field of view, advanced glaucoma diagnostic software, and EMR connectivity. System dimensions must not exceed 25.20"D × 43.40"W × 42"H. All line items noted represent minimum requirements. Delivery and installation must be completed by August 1, 2026. The contractor shall provide one-time training post-installation, electronic user and repair manuals, professional installation with testing documentation, standard manufacturer warranty (no extended warranty requiring advance payment), and daily waste removal during the installation period. All shipping costs are included in the contract price. Normal work hours are 8:00 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays. Payment is due upon receipt of properly prepared invoices referencing the contract/purchase order number and payment address.
