STATEMENT OF WORK
Background:
This procurement is carried out by INL section of the U.S. Embassy in Ukraine as a part of an international technical assistance project “Facilitating the Development of the State Border Guard Service of Ukraine
Special Operations Unit DOZOR” registered by the Cabinet of Ministers of Ukraine, registration card
#4400, dated May 21, 2020.
Requirements:
The offerors shall provide an outdoor obstacle course described in the following specifications. The requested items must be new, high-quality, officially imported to Ukraine or made in Ukraine.
Warranty:
The offerors shall provide standard manufacturer or seller warranty in Ukraine.
VAT:
This is a technical assistance project (VAT and Custom fees exempt).
Deadline:
The requested items must be delivered within 3 months after the contract award.

Actual Delivery location:
All materials and efforts shall be delivered to the State Border Guard Service of Ukraine Odesa Border
Guard Detachment Field Training Center located in Avgustivka Village near Odesa.
Site Visit:
The offerors are urged and expected to inspect the site where the work will be performed. An organized site visit will be held on Thursday, September 2, 2021, 10:00 local time, at the State Border Guard Service of Ukraine Odesa Border Guard Detachment Field Training Center located in Avgustivka Village near
Odesa. The offerors planning to attend the site visit must submit the names (First Name, Surname), nationality, passport or national identification card numbers, phone numbers of their company’s representatives and vehicles (make, model, plate number) to the attention of Mr. Bogdan Iadoshchuk, INL/Program Coordinator, e-mail: iadoshchukbm@state.gov U.S. Embassy Kyiv; Ms. Olha Titovets, SBGSU International Cooperation Department, e-mail: otitovets@dpsu.gov.ua and no later than August
26, 2021. This information must be provided in order to ensure access to the site. No substitutes or additional persons may attend the site visit. Attendees are requested to carry their Photo ID along with them. Without Photo ID no person will be allowed to attend the site visit. Attendance is limited to 2 persons per company.
Design:
The outdoor obstacle course shall have two lanes. The offerors shall refer to the Concept Design Sample, when submitting its proposal.

Specifications:
Area of the land plot allocated: 15,000m2 (50m x 300m)
Obstacle course shall have two run lanes
Minimum width of each run lane: 2,5m
Minimum total width of both run lanes: 5m
Run lanes shall be clearly marked on the sides and with the central line dividing the run lanes
Run lane parts between the obstacles shall be flat with a solid surface to prevent vegetation
All obstacles and their elements shall be firmly fixed to ensure safety during the use
All materials shall be long-lasting to withstand heavy use
All ropes/rope elements must be easily detachable/removable for storage or replacement
All walls and tunnel shall be made of wood, brick or reinforced concrete
All logs, beams, ropes, and ladders for 1, 2, 6, 9, 11, 12, 15, and 16 obstacles shall be fixed on vertical support pillars made of metal or reinforced concrete
All wooden elements shall be of a solid wood type like oak or similar without bark
All metal elements shall be of an anti-corrosion type of metal or covered with anti-corrosion powder coating to withstand extreme weather conditions
Metal pipes in the following diameters are acceptable for 1, 6, 15, and 16 obstacles: 9-11cm
Metal pipes in the following diameters are acceptable for 2, 9, and 11 obstacles: 11-13cm
All landing pits for 1, 8, 12, 13, and 16 obstacles shall be filled with wood sawdust but not with sand
Obstacle 1. Rope ladder
Overall height: 5m
Ladder width: 0.5m
Number of rungs: 11
Rungs diameter: 3.5-4.5cm
Rope diameter: 3.5-4.5cm
Top crossbar (tubular) diameter: 9-11cm
Landing pit length: 4m
Landing pit depth: 50cm
Ladder shall be firmly fixed to the ground. Ladder slack is acceptable between the ground and the first rung only.
Obstacle 2. Double log
1st log height (top): 0.95m
2nd log height (top): 1.35m
Distance between the logs: 0.65m
Logs diameter: 11-13cm
Obstacle 3. Horizontal ropes
5 elastic/stretchable ropes, painted or marked, so that they are clearly visible, placed at a distance of 2m from each other
Height: 0.55m
Minimum rope diameter: 7-9mm
Each lane shall have its own ropes fixed on metal rods or pipes. Maximum elasticity/stretching should be
50cm in the direction of movement. All ropes shall be fixed securely.
Obstacle 4. Horizontal net
Length: 20m
Height: 0.45-0.5m
Minimum rope diameter: 7-9mm
The surface under the net shall be filled with sand and shall start at 0.75m before the net and end at 0.5m behind the net. The net shall be made of non-stretchable rope and fixed on metal rods or pipes. The ropes marking the beginning (the first one) and the end (the last one) of the net shall be made of a material with some elasticity/stretching. The net shall be fixed securely.
Obstacle 5. Ford stumps
Ford length: 8m
Ford depth: 0.18m
5 cylindrical stumps: height: 0.18m; diameter: 0.18m
The positioning of the stumps shall match the sketch (all distances are measured from the center). The pit shall be filled with sand.
Obstacle 6. 3-rung ladder
3 horizontal rungs
High rung height (top): 2.2m
Middle rung height (top): 1.5m
Low rung height (top): 0.7m
Rungs diameter: 9-11cm
Obstacle 7 Balancing beam
Beam material: wood
Total length:10.4m
Height (top): 1m
Horizontal part length: 8.5m
Inclined part length: 1.4m
Flat top width: 12cm
Total width (max): 15cm
Marking lines (5cm wide) shall be painted on the ground surface across at the beginning and at the end of the obstacle.
Obstacle 8. Slanted wall with ropes
Each lane shall have three ropes (total of six ropes) hanging on the slanted side of the wall. The ropes shall be fixed safely and securely. For safety reasons rope attachments shall be made of metal and placed 20cm below the top of the wall on the vertical/back side of the wall
Rope diameter: 3.5-4.5cm
Height: 3m
Flat top width: 0.3m
Slanted side width (at the ground level): 1.8m
Slanted side length: 3.5m

Obstacle 9. Horizontal logs

Obstacle 11. Tunnel with double log
Tunnel height: 0.5m
Tunnel width: 0.7m
Tunnel length: 1m
1st log height (top): 1.2m
2nd log height (bottom): 0.5m
Distances between the tunnel and the 1st log and between the two logs: 1.75m
The tunnel shall be equipped with a sliding surface made of durable material firmly fixed to the ground.
This surface shall start 1.5m before the tunnel and finish 0.75 m after the tunnel.
Obstacle 12. Ruined stairs
Four square horizontal beams, 17cm each side
1st beam height: 0.75m
2nd beam height: 1.25m
3rd beam height: 1.8m
4th beam height: 2.3m
Distance between the beams (from the center of each beam): 1.45m
Landing pit length: 4m
Tubular logs can be used instead. The diameter of the logs: 16.5-19.5cm

Berm height: 1.8m
Landing pit depth: 0.5m
Landing pit length: 3.5m

Vertical support pillars height: 1m
All side walls and the bottom shall be made of reinforced concrete and retain water. There shall be a horizontal rope (one for each run lane) over the ditch without slack. The rope shall be securely attached to two vertical support pillars (one on each side of the ditch) made of metal or reinforced concrete, which shall be placed on a distance of 1m before and after the ditch edge.

Marking lines (5cm wide) shall be placed across on the ground at the beginning and at the end of the obstacle. The lines shall be securely fixed to the ground.
