About this file
This is a Statement of Work (SOW) for the replacement of an emergency power generator fuel tank at Naval Support Activity (NSA) Orlando, Florida.
The project involves replacing a 1,000-gallon fuel tank for NAWCTSD's emergency power generator located at 12211 Science Drive, Orlando, FL 32826. The existing tank, installed in 2001, has extensive corrosion and rust damage with compromised structural integrity, water and rust contamination in the fuel, and holes preventing pressure retention. The contractor must disconnect all building and fuel tank connections (with electrical work performed by licensed technicians), drain the existing fuel, use a crane to remove the generator and tank, dispose of the old tank in compliance with all local, state, and federal requirements, purchase and install a compatible replacement 1,000-gallon tank on the existing foundation using crane equipment, and reconnect all fittings while ensuring full functionality of backup power to the server farm. All work must comply with federal, state, and local codes including Unified Facility Criteria, be tested and useable, maintain minimal dust and noise with daily cleanup, ensure no hazardous material spills, and follow all safety measures with risk mitigation.
The Period of Performance begins July 1, 2026, with completion required by September 25, 2026. Contractors must submit three copies of required documentation within seven calendar days after award, including Safety Data Sheets, Ozone Depleting Substances statements, Accident Prevention Plans with Activity Hazard Analysis, work schedules, bonds and insurance documentation, on-site worker information (name, SSN, citizenship), and standard drawings in ACAD LT 2012 and PDF formats. Work must comply with U.S. Army Corps of Engineers Safety and Health Requirements Manuals (EM 385-1-1), OSHA standards (29 CFR 1910), Lockout/Tagout procedures, and Electrical Safety Code. Power deenergization requires a minimum of two weeks' prior Contracting Officer approval. All contractor employees and subcontractors must provide proof of U.S. citizenship, with some work areas potentially requiring security clearances. Regular working hours consist of an 8-hour period between 6 a.m. and 6 p.m., Monday through Friday, excluding Government holidays, subject to Contracting Officer approval.

Project Title: NMCI Emergency Power Generator Fuel Tank Replacement Activity Location: Naval Support Activity (NSA) Orlando FL and UCF Hyperspace Orlando, Florida
Scope of Work Prepared by: NAWCTSD, Orlando
PART 1 GENERAL
1 GENERAL INFORMATION:
It is the declared and acknowledged intention and meaning to replace the existing 1000gal fuel take for NAWCTSD’s emergency power generator which provides emergency power to
NAWCTSD’s server farm and its associated cooling system. The system is located at 12211
Science Drive, Orlando, FL 32826.
1.1 DETAILED PROJECT DESCRIPTION:
The current fuel tank of NAWCTSD’s Emergency Power Generator, which was installed in
2001, has extensive corrosion and rust damage which has compromised the structural integrity of the tank. An inspection of the tank by Ring Power’s fuel tank inspector shows that both the inner and outer (this is a double walled tank) tanks have been compromised by rust damage and no longer hold pressure indicating that there are holes in the tank.
Additionally, there is both water and rust contamination in the fuel due to the corrosion and this contamination could result in damage to the engine fuel system which could cause a catastrophic failure of the unit.
1.1.1 The contractor will disconnect all required connections between the unit and the building, and all required connections between the unit and the fuel tank. All electrical work will be performed by a trained, experienced, and licensed technician.
1.1.2 The existing fuel tank will be drained of all fuel.
1.1.3 The contractor will utilize a crane to remove the generator from the fuel tank.
1.1.4 The contractor will remove the existing fuel tank from the foundation and take all necessary precautions to ensure no fuel leaks from the tank. The contractor will then dispose of the tank IAW all local, state, and federal requirements.
1.1.5 The contractor will purchase a replacement 1000gal fuel tank that is compatible with the existing foundation and generator. Using a crane, the contractor will mount the new tank to the foundation IAW all mounting requirements and then install the generator on top of the fuel tank.
1.1.6 The contractor will reconnect all fittings and connections, fill the fuel tank to the appropriate level and ensure the unit is fully functional and provides back up power to the server farm.
Several requirements for this project phase are as follows:
• All applicable federal, state, and local codes shall be followed including but not limited to
Unified Facility Criteria found at https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc
• Ensuring that all work is tested to be complete and useable
