About this file

This is a Scope of Work (SOW) for the replacement of an emergency power generator fuel tank at Naval Support Activity (NSA) Orlando, Florida and UCF Hyperspace Orlando.

The project involves replacing a 1000-gallon fuel tank installed in 2001 that has extensive corrosion and rust damage compromising structural integrity, with both inner and outer walls compromised and containing water and rust contamination. The contractor must disconnect all building and fuel tank connections (electrical work by licensed technician), drain the existing fuel tank, utilize a crane to remove the generator, remove and dispose of the existing tank in compliance with all local, state, and federal requirements, purchase and install a compatible replacement 1000-gallon fuel tank on the existing foundation, reinstall the generator, reconnect all fittings and connections, fill the tank, and verify full functionality. All work must comply with Unified Facility Criteria, federal, state, and local codes, with daily cleanup, minimal dust and noise, no HAZMAT spills, and comprehensive safety measures. The performance period runs from July 13, 2026, through September 25, 2026. Within seven calendar days of award, the contractor must submit three copies of safety documentation (SDS and ODS statement), an Accident Prevention Plan with Activity Hazard Analysis, work schedule, bonds and insurance, names and citizenship documentation for on-site workers, and standard drawings in ACAD LT 2012 and PDF format. Work hours are Monday through Friday, 6 a.m. to 6 p.m., excluding federal holidays, and must be coordinated with and approved by the Contracting Officer. All contractor employees require proof of U.S. citizenship; some work areas may require security clearance and escort. Only Contracting Officer-approved materials and parts may be used, and power cannot be de-energized without at least two weeks' prior written approval.

Project Title: NMCI Emergency Power Generator Fuel Tank Replacement Activity Location: Naval Support Activity (NSA) Orlando FL and UCF Hyperspace Orlando, Florida

Scope of Work Prepared by: NAWCTSD, Orlando

PART 1 GENERAL

1 GENERAL INFORMATION:

It is the declared and acknowledged intention and meaning to replace the existing 1000 gallon fuel tank for NAWCTSD’s emergency power generator which provides emergency power to

NAWCTSD’s server farm and its associated cooling system. The system is located at 12211

Science Drive, Orlando, FL 32826.

1.1 DETAILED PROJECT DESCRIPTION:

The current fuel tank of NAWCTSD’s Emergency Power Generator, which was installed in

2001, has extensive corrosion and rust damage which has compromised the structural integrity of the tank. An inspection of the tank by Ring Power’s fuel tank inspector shows that both the inner and outer (this is a double walled tank) tanks have been compromised by rust damage and no longer hold pressure indicating that there are holes in the tank. Additionally, there is both water and rust contamination in the fuel due to the corrosion and this contamination could result in damage to the engine fuel system which could cause a catastrophic failure of the unit.

1.1.1 The contractor will disconnect all required connections between the unit and the building, and all required connections between the unit and the fuel tank. All electrical work will be performed by a trained, experienced, and licensed technician.

1.1.2 The existing fuel tank will be drained of all fuel.

1.1.3 The contractor will utilize a crane to remove the generator from the fuel tank.

1.1.4 The contractor will remove the existing fuel tank from the foundation and take all necessary precautions to ensure no fuel leaks from the tank. The contractor will then dispose of the tank IAW all local, state, and federal requirements.

1.1.5 The contractor will purchase a replacement 1000gal fuel tank that is compatible with the existing foundation and generator. Using a crane, the contractor will mount the new tank to the foundation IAW all mounting requirements and then install the generator on top of the fuel tank.

1.1.6 The contractor will reconnect all fittings and connections, fill the fuel tank to the appropriate level and ensure the unit is fully functional and provides back up power to the server farm.

1.1.7 Several requirements for this project phase are as follows:

• All applicable federal, state, and local codes shall be followed including but not limited to Unified Facility Criteria found at https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc
