STATEMENT OF WORK (SOW)

REPLACE HEATING BOILERS,

Building 10504, 1435 Metzger DR.

Joint Base San Antonio – Lackland, Texas

1.1 PROJECT SCOPE: The contractor shall furnish all supervision, labor, materials, tools, equipment, transportation, incidentals, and quality assurance required for the removal, disposal, and replacement of the existing gas-fired boiler system and associated components in Building 10504, JBSA- Lackland TX.

1.2 BACKGROUND. Building 10504 is a four-story dormitory facility built in 2006, located at Lackland. The gross square footage of the facility is approximately 165,841 square feet (SF). The facility’s HVAC system consists of 264 fan coil units (FCUs) that serve the dormitory rooms, along with four variable air volume (VAV) air handling units (AHUs) and 29 associated terminal units that provide heating and cooling to the building’s common areas.

Additionally, three outside air handling units (OAUs), each equipped with an energy recovery wheel, are located on the attic level and provide conditioned outside air to improve ventilation and indoor air quality. The HVAC system is supported by a 250-ton air-cooled chiller that supplies chilled water to the FCUs, AHUs, and OAUs. Heating is provided by a 4,500 MBH gas-fired boiler that distributes hot water throughout the building and must be replaced.

1.3 SCOPE OF WORK. The objective of this project is to replace the existing boiler system with a new, energy-efficient, code-compliant system that meets the long-term heating needs of the facility. The scope includes removal and replacement of the gas-fired boiler and associated equipment; modifications to piping; and integration of new or upgraded boiler controls. All work must comply with applicable mechanical, electrical, safety, and energy codes and standards.

1.3.1 Removal and Disposal.

1.3.1.1 The contractor shall safely disconnect and remove the existing gas-fired boiler.

1.3.1.2 Prior to any demolition or removal activity, the contractor shall identify and mark all equipment, piping, and systems that are to remain. Extreme care must be taken during removal operations to protect all existing equipment in the mechanical room that is not scheduled for replacement.

1.3.1.3 The contractor shall use appropriate barriers, protective coverings, and careful handling procedures to prevent impact or vibration damage to adjacent systems and components.

1.3.1.4 The contractor shall remove and dispose of all equipment associated with the heating boiler in accordance with federal, state, and local environmental regulations at an approved off-base disposal site.

1.3.1.5 The contractor shall assume ownership of all removed equipment and materials upon removal from government property.

1.3.1.6 All materials in good working condition, including valves and actuators, shall be carefully removed, inspected, and reused where feasible. Materials deemed unsuitable for reuse shall be properly disposed of in accordance with applicable regulations.

1.3.2 Pre-Installation Requirements.

1.3.2.1 The contractor shall conduct a pre-bid site visit to assess the existing system, including inlet/outlet dimensions, electrical connections, foundation condition (equipment pad), and other site-specific constraints.

1.3.2.2 The contractor shall take all necessary field measurements to modification of existing piping, electrical connections, and foundation (equipment pad).

1.3.2.3 The contractor shall submit manufacturer cut sheets and equipment specifications for review and written approval by the 502d Civil Engineering Squadron prior to the start of work.

1.3.2.4 The contractor shall include in their bid any and all required modifications to mechanical, electrical, and structural systems to accommodate the new units.

1.3.2.5 The contractor shall flush the boiler's heating system (the loop) before installing the new boiler to remove dirt and debris that could damage the new boiler.

1.3.3 Furnishing and Installation.

1.3.3.1 The contractor shall furnish and install a heating boiler that matches the capacity specified in the As-built drawings or capacity to match existing boiler.

1.3.3.2 The contractor shall ensure all installation work is performed by qualified installers to maintain equipment integrity and warranty eligibility.

1.3.3.3 The contractor shall retrofit or modify any existing piping, valves, or fittings as necessary to ensure compatibility with the new heating boiler.

1.3.3.4 The contractor shall complete all piping, valves, and electrical work necessary to integrate the new boiler, using certified tradespeople for all connections and installations.

1.3.3.5 All replaced valves, actuators, and fittings shall be rated for hot water heating systems and compatible with the new boiler setup.

1.3.3.6 The contractor shall insulate all exposed hot water piping in accordance with applicable energy efficiency standards and mechanical codes.

1.3.3.7 The contractor shall update or replace any necessary control hardware, including sensors, to ensure proper functionality with the new hot water boiler.

1.3.3.8 The contractor shall integrate the new boiler with the existing building’s Direct Digital Control (DDC) system.

1.3.4 Startup and Testing.

1.3.4.1 The contractor shall perform startup procedures on the new boiler in accordance with the manufacturer’s recommendations.

1.3.4.2 The contractor shall confirm that the system is operating as intended, including proper flow rates and operating temperatures.

1.3.4.3 The contractor shall provide a startup report to the government that includes water temperatures, flow rates, and any irregularities or adjustments made during commissioning.

1.4 WARRANTY AND DOCUMENTATION.

1.4.1 The contractor shall guarantee all materials and workmanship for a period of one (1) year from the date of project completion.

1.4.2 The contractor shall correct any defect in workmanship or materials within twenty-four

(24) hours of government notification, at no additional cost.

1.4.3 The contractor shall provide documentation for any manufacturer warranties extending beyond the one-year period, and include the manufacturer’s contact name, phone number, and address where warranty claims can be submitted.

1.5 COORDINATION.

1.5.1 The contractor shall coordinate all phases of work with the contracting officer or 502d Civil Engineering Squadron/CE5XR Office to minimize disruption to building occupants and ongoing HVAC operations.

1.5.2 The contractor shall ensure the timing of shutdowns, deliveries, and other impacts are communicated and approved in advance.

1.5.3 The contractor shall maintain communication with the following points of contact throughout the duration of the project: 502 CES/CE5XR Office: Leonardo Garcia, (210) 808-0154, or Cell (210) 880-5358.

1.6 SCHEDULING.

1.6.1 The contractor shall schedule all work and base passes with contracting officer/ CEOER/RP Office: Leonardo Garcia, (210) 808-0154, or Cell (210) 880-5358. All work shall be completed and accepted by the government. Changes to the schedule shall be immediately identified with the inspector at 502d CEOER/RP JBSA-FSH.

1.7 HOURS OF OPERATION

1.7.1 The contractor shall perform all work between 7:00 AM and 4:30 PM, Monday through Friday, and may work weekends during the same hours if required

1.7.2 The contractor shall not perform work on federal holidays (New Year's Day, MLK Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day)

1.8 PROTECTION OF GOVERNMENT PROPERTY.

1.8.1 The contractor shall protect all government property during the course of the project

1.8.2 The contractor shall remove and reinstall any interfering equipment or fixtures and ensure their operational condition upon completion

1.8.3 The contractor shall repair, at no additional cost, any damage to government property caused by contractor personnel or activities

1.9 QUALITY ASSURANCE.

1.9.1 The contractor shall support quality inspections to be conducted by the 502d CE Planning & Engineering staff

1.9.2 The contractor shall address any deficiencies identified by government inspectors prior to project acceptance

1.10 ENVIRONMENTAL COMPLIANCE.

1.10.1 The contractor shall comply with all applicable federal, state, and local environmental regulations throughout the project duration

1.11 CLEAN-UP.

1.11.1 The contractor shall maintain a clean worksite and dispose of all waste materials off-base at an approved location

1.11.2 The contractor shall clean up the work area at the end of each workday
