About this file
This is a Performance Work Statement for grounds maintenance services at the USDA Forest Service Harpers Ferry Job Corps Center in Harpers Ferry, West Virginia. The performance period typically runs from April 1st through September 30th annually.
The contractor must provide comprehensive grounds maintenance including weekly mowing of approximately 28 acres of general grounds, 4 acres of government housing, and 6 acres of ball fields, with grass clippings removed or mulched as needed. An additional 5 acres of woods/triangle area must be mowed at least seven times per year. All grounds must maintain a well-manicured appearance at all times, with a maintained path from dormitory areas to ball fields. Weekly edging services are required to remove grass and weeds from sidewalks and paved areas, with optional EPA-approved herbicide applications at contractor discretion. Concurrent with mowing, the contractor must trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, and other fixed obstacles, with any trimming damage to vegetation repaired by the contractor. Seasonal services include pruning low-lying branches up to six feet from tree bases, with clippings gathered and disposed of at established collection points on center.
The contractor must develop and maintain a quality control program with no allowable deviations from stated performance standards. Quality assurance will be conducted through periodic inspections. Non-compliance results in escalating penalties: 5% payment reduction for the first month of non-compliance, 10% for the second month, and 10% for the third month, with a cure notice and potential termination for cause following the third penalty. Normal operating hours are Monday through Friday, 7:30 AM to 4:30 PM, with primary work scheduled Monday 7:30 AM through Tuesday 4:30 PM. The contractor must designate a project manager with full contract authority for technical matters and ensure all personnel complete SF85 background investigation forms within five days of contract award. Security requirements include maintaining locked outside doors during work and reporting safety and fire prevention violations to the Contracting Officer's Representative.
