About this file
The document is a Statement of Objectives (SOO) for a Morrell Operations Center (MOC) Cubicle Renovation project dated 8 Sep 25, detailing comprehensive renovation requirements for multiple rooms across 10 different room spaces (110, 116, 117, 118, 119, 121, 127, 131, 173, and 191). The renovation involves replacing existing cubicles, installing demountable floor-to-ceiling walls, upgrading electrical and LAN infrastructure, and providing new furniture including electric height-adjustable desks, task chairs, storage cabinets, conference room equipment, and specialized workspace configurations for supervisors, technicians, and support staff.
The project has critical operational constraints, including being a restricted area requiring security escorts, 8-hour work days, and carefully orchestrated construction phases to maintain continuous Space Launch operations. The vendor must provide a certified electrician to disconnect and reconnect power, measure and integrate room drawings, and coordinate with the government for LAN line installations. The renovation will be executed in three sequential phases, starting with rooms 118, 119, 173, 191, followed by rooms 116, 117, 110, 131, and concluding with rooms 121 and 127. Each phase must be fully operational before the next can begin, with the customer facilitating preparatory work to expedite installation.

ADDITIONAL REQUIREMENTS
1. The Morrell Operations Center is a restricted area and requires security escort (provided by govt). Foreign nationals need minimum 30 days advance notice to process access.
Launch activities may require cessation or alteration of activities to preclude interference.
Expect 8 hour, Mon – Fri work days due to escort constraints.
2. All rooms will be measured by vendor and integrated into drawings showing cubicle and demountable wall placement inside the room that will be presented to customer.
Remedies for desired cubicle fit problems due to distances, pillars, pilasters, walkway widths and other unforeseen circumstances will be approved before a final draft document of each room will be created and physical product is ordered.
3. Vendor will provide a certified electrician for the following tasks:
a. Disconnect power from all existing cubicles, consoles and workstations in ALL rooms. All workstations receive power via ceiling access poles. No cubicles are floor powered.
b. Reconnect power as required to the new floorplan locations as provided by vendor by extending or combining previous old whips, connections and utilizing existing breakers.
4. Expect work to be divided into 3 construction phases.
a. Room 118, 119, 173, 191 first.
b. Rooms 116, 117, 110, and 131 next.
c. Room 121 and 127 last
5. MOC cubicle replacement must be carefully orchestrated during construction to allow for continuous Space Launch operations. Customer will cooperate to alter their mission support patterns and seating, but MOC must always be able to support launch operations.
The demolition/install is broken down into 3 sequential phases. Coordination between vendor and purchaser and the pace of launch operations at the time of install will determine if any alteration can be made to mutually improve the demo/install process. Each preceding phase or sub-phase must be fully operational before the next phase can begin. Customer will make every effort to facilitate performing “prep” work for other phases on a non-interference basis to expedite the installation. Prep work includes items such as new power lines/conduits, wall or ceiling mount installation, running new CAT 6A or fiber comm lines etc.
6. Expect nominal work sequence as follows for each room:
a. Personnel vacate room
b. GFE removed from consoles and room by govt.
c. LAN and phone lines in old consoles removed by govt.
d. Power disconnected by vendor
e. Cubicles, consoles and furniture removed from room for disposition by vendor
f. New cubicles and furniture brought in and assembled by vendor.
g. LAN lines installed by Govt (during assembly for LAN line frame access)
h. Power reinstalled by vendor
7. Govt phones in area are IP and utilize LAN connections not separate phone lines.
8. In case of room description inconsistencies
a. all overhead storage requires LED lights beneath.
b. All desks require a task chair as described. Each to be tilt, angle and height adjustable for the seat and back. Include back support, adjustable posture controls and carpet casters. Arm height adjustment required.
