About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number FA2521-25-Q-B181, detailing a comprehensive furniture and workspace renovation project. The project involves a phased demolition and installation of new cubicles, furniture, and infrastructure across multiple rooms in a facility, with a focus on maintaining continuous Space Launch operations. The work will be executed in three sequential construction phases, targeting specific rooms (118, 119, 173, 191 first; then 116, 117, 110, and 131; and finally rooms 121 and 127), with each phase requiring complete removal and installation before proceeding to the next.

Key project requirements include vendor responsibility for total furniture disposal, power connection reconfiguration, and workspace transformation. The vendor must provide a certified electrician, handle cabinetry/millwork removal, and follow a specific work sequence for each room, including personnel relocation, government-managed equipment removal, power disconnection, furniture removal, new cubicle and furniture installation, and power reinstallation. The project involves detailed specifications for conference rooms, lockers, and monitor installations, with the government ensuring sprinkler, lighting, and HVAC positioning. No deadline extensions will be granted, and failure to comply with the Statement of Work (SOW) will result in a technically unacceptable quote ineligible for award.

Question and Answers

1. Question: For the demolition of current wall panels, does it have desks and other furniture included with them?

Reference:

Answer: yes

2. Reference: Is the contractor going to be responsible for total disposal of the current furniture, or is there a dumpster that the contractor can utilize to do so?

Answer: Contractor responsible for total disposal and acquiring the dumpsters. There will be multiple dumpsters needed for disposal.

3. Question: Power and data on ceiling connection, do we have to re-wire everything or is this a disconnect then connect the new ones only? Because re-wiring them would require removal of the ceiling as well. If disconnect and connect only, can the source be marked on the layout for power pole location so that we can design accordingly where to put the poles.

Reference:

Answer: Existing power connections will have to be located and either reused or will have to be redirected to desired drop downs or up through floor to new layout and cubicle connections.

4. Reference: Will there be a room or location for the new sets of furniture to be stored or staged prior to installation? Or after the demolition of current setup, the rooms that are going to be for installation be available for that purpose?

Answer: installation will be in phases. There is no interior room for storage of “next phase material. There is parking for multiple trailers near the dock if desired or vendor can use local storage facility if desired.

Question: Does the location have dock? How far is the delivery location to the building/site? How many stairs leading to the building from the delivery location?

Reference:

Answer: The site has a 2 trailer dock with a manual leveling ramp for use of pallet jacks.

Initial phase site is 75’ from the dock. No stairs.

5. Reference: What floor of the building are the rooms located. If above ground, is there a service elevator that can be utilized?

Answer: The rooms are located on the first floor.

6. Question: Is the 3 phases of the project for removal and install time frame? What is the given time frame for each phase? Is this a remove and install per phase, or removal of current furniture can be done all at once and then installation in 3 phases?

Can site visit be done after award? Measurements especially for the floor to ceiling walls is required.

Site visit after award is fully expected. We require detailed plans before vendor purchases product. Complete remove and install for each phase. Due to the number of displaced personnel each phase must be completed before next can proceed. Phase timeframe can be coordinated between Vendor and govt based on crew size and speed.

i.e for example: 1 week for demo, 1 week for frames erection, 1 week for (govt ) LAN install, 1 week for panels and desks. 1 week for move in and to ensure functionality before next phase begins. Another possibility is treating each phase as order material as separate “jobs” i.e. phase 1 starts 1 Mar, phase 2 starts 1 May, phase 3 1 July.

Some level of work is expected to performed simultaneously.

Answer: Reference: FROM the SOW page 10

4. Expect work to be divided into 3 construction phases.

a. Room 118, 119, 173, 191 first.

b. Rooms 116, 117, 110, and 131 next.

c. Room 121 and 127 last

5. MOC cubicle replacement must be carefully orchestrated during construction to allow for continuous Space Launch operations. Customer will cooperate to alter their mission support patterns and seating, but MOC must always be able to support launch operations. The demolition/install is broken down into 3 sequential phases.

Coordination between vendor and purchaser and the pace of launch operations at the time of install will determine if any alteration can be made to mutually improve the demo/install process. Each preceding phase or sub-phase must be fully operational before the next phase can begin. Customer will make every effort to facilitate performing “prep” work for other phases on a non-interference basis to expedite the installation. Prep work includes items such as new power lines/conduits, wall or ceiling mount installation, running new CAT 6A or fiber comm lines etc.

6. Expect nominal work sequence as follows for each room:

a. Personnel vacate room

b. GFE removed from consoles and room by govt.

c. LAN and phone lines in old consoles removed by govt.

d. Power disconnected by vendor

e. Cubicles, consoles and furniture removed from room for disposition by vendor

f. New cubicles and furniture brought in and assembled by vendor.

g. LAN lines installed by Govt (during assembly for LAN line frame access)

h. Power reinstalled by vendor

7. Question: Room 116: -The 24 lockers, I can only see 12. Please verify if these are going to be 2 tier lockers(1 locker with 2 openings, top and bottom) -Is conference room 2 going to have the same design as Con. Room 1 with open slatted roof?

(shown on layout but not indicated on SOW.

Reference:

Answer: 24 lockers, yes they are double tier. Conf room 1 and 2 same GLASS WALL design with slatted tops and lights inside. Conf room 1 has full glass walls and sliding door. Conf room 2 has open front. Conf room 3 floor to ceiling glass wall with sliding door. All glass walls and doors in room 116 will have frosted middle section.

8. Question: Are there AutoCAD files available for all of the rooms that are receiving new product?

12. Question: There are many floor to ceiling walls/rooms for the project. Who is responsible for assuring that proper sprinkler head coverage is maintained? Also will lighting and HVAC interfere with the location of the walls?

Reference:

Answer: Govt will ensure all sprinkler, lighting and HVAC are positioned for use.

13. Question: It is noted that the vendor is to provide a certified electrician. If a bidder is unable to do that due to company policy will that disqualify that bidder?

Reference:

Answer: Yes, failure to abide by the SOW will result in a technically unacceptable quote which will not be eligible for award.

14. Question: It is noted that the vendor is to provide removal of cabinetry/millwork. If a bidder is unable to do that due to company policy will that disqualify that bidder?

Reference:

15. Question: Breakroom – is a sink required?

Reference:

Answer: No water or sink will be in the breakroom. breakroom will consist of counter top, power outlets, cabinets as requested in SOW.

16. Question: Due to the complexity of this project and its scope we respectfully request a 3 week extension to the due date. Can this please be accommodated?
