About this file
This is a Statement of Work (SOW) for the procurement of one enclosed mobile Unmanned Aircraft System (UAS) command and control trailer by the 87th Security Forces Squadron at Joint Base McGuire-Dix-Lakehurst (JB MDL). The contractor must design, fabricate, integrate, test, and deliver a fully functional 6' x 12' enclosed trailer serving as a mobile flight command station. The trailer requires comprehensive integration including a centralized electrical system with dual power sources (shore power and onboard generator), single-operator flight command station with dual 27-inch HD monitors, integrated central technology tower for network and media routing equipment with active thermal cooling, weatherproof exterior media bay with 32-inch daylight-readable monitor (minimum 2500-nits brightness), and complete HVAC systems. The trailer specification mandates minimum 84-inch interior ceiling height, heavy-duty slip-resistant flooring, full insulation with sound-deadening properties, low-glare interior finishes, and tactical lighting capabilities including red night-vision compatible lights.
Key deliverables include engineering and layout concept review (PDF) due within 15 calendar days of contract award, the fabricated mobile command trailer (physical delivery FOB Destination per agreed lead-time schedule), integrated systems training (one full day in-person covering up to four operators), and technical documentation package (digital USB and printed bindings). The contractor must meet stringent performance requirements including 100% equipment functionality with zero failures demonstrated through 2-hour full-load runtime testing, zero electrical faults meeting National Electrical Code standards, zero moisture infiltration verified by water-spray testing, and successful operator training completion. The contractor bears all responsibility for transportation, freight, insurance, and rigging costs to JB MDL, New Jersey, with government assumption of custody only after successful on-site inspection, acceptance testing, and operator training completion.

(JB MDL)
SOW VERSION: 1.1 (Revised)
DATE: August 20, 2026
1. Project Overview & Objective The 87th Security Forces Squadron (SFS) at Joint Base McGuire-Dix-Lakehurst (JB
MDL) requires a fully integrated, turnkey mobile command-and-control asset to support expanding Unmanned Aircraft System (UAS) operations, search-and-rescue
(SAR) missions, perimeter surveillance, and rapid incident command capabilities.
The objective of this contract is the procurement, custom integration, testing, and delivery of one (1) brand-neutral, fully insulated, climate-controlled, and technology-equipped 6' x 12' enclosed trailer designed to serve as a mobile flight command station. The system must meet or exceed all salient physical, functional, and performance characteristics outlined in Section 3 of this document to ensure operational readiness and safety.
2. Scope of Work The Contractor shall furnish all labor, materials, equipment, tools, and services necessary to design, fabricate, integrate, test, and deliver the mobile command trailer in strict accordance with the specifications detailed herein. The scope of work includes, but is not limited to:
• Fabrication and structural finishing of a 6' x 12' enclosed trailer chassis with low-glare, sound-deadened interior walls and heavy-duty, slip-resistant flooring.
• Integration of a centralized electrical system with dual power sources (shore power and an onboard, commercial-grade generator).
• Outfitting of a single-operator Flight Command Station, including secure mounting of dual commercial-grade displays.
• Installation of an Integrated Central Technology Tower to house network and media routing hardware with active thermal cooling.
• Fabrication of a weatherproof, lockable Exterior Media Bay with a daylight-readable briefing monitor and local control panel.
• Provision of a comprehensive, full-day operational training curriculum for agency personnel upon final delivery.
3. Salient Characteristics & Performance
Requirements To be considered technically acceptable, any proposed trailer system must meet or exceed the following physical, functional, and performance specifications:
3.1. Trailer Chassis & Shell Configuration
• Dimensions: Minimum 6' Width x 12' Length enclosed cargo chassis, with an interior ceiling height of no less than 84 inches to allow upright operator movement.
• Access Points:
• One (1) heavy-duty rear ramp door with non-slip transitioning.
• One (1) curbside 32-inch walk-in door equipped with a secure deadbolt lock.
• One (1) 96-inch exterior media bay access door on the curbside, equipped with hydraulic gas shocks or secure locking hinges.
• Insulation & Acoustics:
• All walls and ceiling panels must be fully insulated to provide high-performance thermal protection against extreme external temperatures and significant sound deadening during generator operation.
• Interior walls and ceiling must be lined with structural plywood and finished with durable, chemical-resistant, and easily cleanable Fiberglass Reinforced
Plastic (FRP) panels.
• Low-wear vertical and interior surfaces must be wrapped in low-glare, sound-absorbing gray polystrand carpet to minimize glare and echo during high-stress operations.
• Flooring: Heavy-duty, slip-resistant Black Rubber Coin Tread flooring must be installed seamlessly throughout the interior.
3.2. Flight Command Station & Interior Console
• Workstation Console: One (1) dedicated, single-person operator workstation located on the road (driver) side of the trailer.
• The desktop/counter surface must be finished in high-durability, scratch-resistant White Dry-Erase board material to facilitate rapid tactical sketching, mapping, and note-taking. Must feature custom, easily accessible integrated wire raceways to cleanly route cabling throughout the trailer to and from roof entry/antenna points.
• Displays: The command station must integrate two (2) 27" High-Definition (HD) monitors mounted on secure, fixed structural brackets capable of handling off-road transit vibration.
• Seating: One (1) premium rolling operator chair must be provided, complete with a transit-ready mechanical floor retention system to lock the chair securely during transport.
• Storage: Custom aluminum overhead cabinetry must be securely installed above the workstation console on the driver's side, featuring latching mechanisms to prevent accidental opening during transit.
3.3. Integrated Technology Tower & Media Routing
• Central Technology Tower: A floor-to-ceiling, specialized vertical equipment rack mounted between the operator workstation and the rear of the trailer
• Must feature standard rackmount space for primary network equipment, an internet access gateway, and an HDMI routing matrix.
• Must include a dedicated, integrated active thermal cooling system
(intake/exhaust fans) and secure access doors for maintenance, wiring, and heat dissipation.
• Exterior Media Bay: A dedicated, weatherproof, and lockable compartment accessible from the curbside exterior via the 96-inch media door.
• Direct-Sunlight Viewability: One (1) 32-inch commercial-grade, daylight-readable monitor outputting a minimum of 2500-nits brightness, securely mounted inside the compartment.
• Exterior Control Panel: Must feature an integrated exterior control interface for basic exterior lighting, master power status, and local media routing.
• Utility Interface: Must include multiple weatherproof 120V AC and USB charging ports to support field briefings and external team connections.
3.4. Integrated Power & HVAC Systems
