About this file
This Statement of Work (SOW) details the procurement of two replacement generator air coolers for the Marys Lake Powerplant in Estes Park, Colorado. The contract requires a contractor to design, fabricate, test, and deliver fully assembled air coolers that meet specific technical requirements, including a heat load dissipation of 140 kw per cooler, maximum pressure rating of 50 psi, maximum cooling water temperature of 25°C, and a maximum pressure drop of 5 psi. The air coolers must be constructed from specified materials like ASTM B111 90/10 copper-nickel tubes and ASTM B171 tube sheets, with fin tubes mechanically bonded and water velocity between 5-7 ft/s.
The contract is a supply-only agreement with a six-month period of performance from contract award to final delivery. The contractor must perform hydrostatic factory testing, provide lifting lugs, package coolers for outdoor storage, and submit comprehensive documentation including approval drawings, test reports, and a service manual. Delivery is specified to the Marys Lake Powerplant at 2198 Power Plant, Estes Park, CO 80517, with a minimum 5-year manufacturer warranty. The Department of the Interior Bureau of Reclamation is the contracting agency, and the solicitation number is 140R6025Q0057. Installation will be performed separately by Government personnel.

STATEMENT OF WORK
Supply of Replacement Generator Air Coolers for Marys Lake Powerplant
Date: May 28, 2025
1.0 Background
The Marys Lake Powerplant has experienced performance limitations and leakage in its downstream generator air cooler, with stator temperatures rising to unacceptable levels during warmer months. Temporary mitigations have been implemented, including bypassing leaking tubes and operating the cooler at reduced pressure. However, to restore full generator cooling capacity and ensure reliable unit operation through high ambient temperature periods, new generator air coolers are required. The acquisition of these air coolers will be conducted as a supply-only contract. Installation and commissioning will be performed by Government personnel.
2.0 Scope
The contractor shall furnish two (2) new generator air coolers for the Marys Lake Powerplant in accordance with the technical requirements provided in this Statement of Work. This includes design, fabrication, testing, documentation, and delivery of fully assembled air coolers. Installation is not included in this contract.
3.0 Objectives
The objective of this contract is to provide fully functional, modern replacement generator air coolers that restore full cooling capacity to the Marys Lake Powerplant generator system. The new air coolers shall meet all thermal, hydraulic, mechanical, and material requirements outlined herein and shall be suitable for continuous operation under full load generator conditions.
4.0 Tasks
- Design and fabricate new generator air coolers based on the operating criteria and reference drawings provided.
- Ensure air cooler components are constructed from specified materials (e.g., ASTM
B111 90/10 copper-nickel tubes, ASTM B171 tube sheets).
- Required heat load dissipation: 140 kw per cooler
- Incorporate features such as a maximum pressure rating of 50 psi, maximum cooling water temp of 25°C, and a max pressure drop of 5 psi.
- Ensure fin tubes are mechanically bonded, and water velocity between 5–7 ft/s.
- Perform hydrostatic factory testing at no less than 75 psig for 1 hour with no leakage.
Submit certified test reports.
- Provide lifting lugs (OSHA-compliant swivel hoist rings) for safe handling and shipment.
- Package coolers dry with desiccant and protective wrapping for outdoor storage.
- Submit required documentation: approval drawings, test plans, test reports, final drawings in AutoCAD and PDF, and a service manual.
- Deliver air coolers to Marys Lake Powerplant within 6 months of contract award.
5.0 Delivery
The contractor shall deliver the fully assembled air coolers within six (6) months of contract award to the Marys Lake Powerplant. Delivery shall include all required documentation and certified test results. The air coolers shall be packaged to allow outdoor storage, stacked shipping, and shall include lifting lugs for offloading. Delivery shall occur within facility opening hours and from Monday through Thursday. The contractor shall coordinate with the powerplant supervisor prior to shipment.
Delivery Address:
2198 Power Plant, Estes Park, CO 80517
6.0 Warranty
Air coolers shall have a minimum 5-year manufacturer warranty or manufacturer’s standard warranty, whichever is longer.
7.0 Government‐Furnished Property
The Government will not furnish any equipment for this contract. However, the Government will provide access to the site for inspection of the existing air coolers if requested. Reference drawings will be provided including the following:
- 245-704-1267-RD-1 – Unit Cooling Water Plans and Sections
- 245-704-1268-RD-1 – Unit Cooling Water Sections
- 245-704-2185 – Schematic Piping Diagram Fire Protection and Service Water Systems
- 245-704-3615 – Operating Diagram Unit Cooling Water and Hot Water Heating Systems
8.0 Security
There are no special security requirements associated with this contract.
9.0 Place of Performance
All work associated with the design, fabrication, and testing of the generator air coolers shall take place at the fabricator’s facility.
10.0 Period of Performance
